Strategy and Objectives Working Group

The risk subgroup, which sits under the umbrella of this working group, is working on a series of Traceability tools webinars for GPSNR members to present on some tools available that would help members map their supply chain. The subgroup is also working on a pilot traceability study to investigate what it takes (costs, time, labour) for a company to map its supply shed. The subgroup is also working with a consortium to develop a risk assessment matrix.

The assurance model subgroup continues to work on the KPIs set during the last in-person meeting as they are to be finalised at the end of the year and presented during the next in-person and hybrid meetings in January 2023.

Smallholder Representation Working Group

After completing two rounds of pilot agroforestry workshops for smallholder members in Indonesia, and Cambodia, the working group is working on concluding how GPSNR should approach agroforestry capacity building in the long term through an agroforestry strategy. This work stream aims to integrate priorities of smallholders with developing long-term income diversification strategies through the Capacity Building Working Group.

They are also busy holding focus group discussions towards the smallholder policy equivalent, kickstarting HCSA-HCVN programme field trials for natural rubber smallholders, and on enhancing integration with the capacity building working group.

Policy Toolbox Working Group

The group is working on finalizing the TORs for the Year 1 Reporting Review to be conducted in the first quarter of next year. They are also assessing if any changes to the reporting framework and its details (i.e. process, extensions, questions) are needed based on the Year 1 Reporting Review results. They have already kicked off the crosswalk of the reporting requirements against other reporting frameworks to better improve the questions. The group would also be sending out a survey for members to provide feedback on their reporting (reporting process, reporting requirements questions, guidances, etc.). They would also be working on the Transparency Reporting Roadmap for years 2 and 3 of reporting that would be voted at the GA 2023.

Shared Responsibility Working Group

The group is currently evaluating proposals to appoint a software developer for the second phase of the GPSNR Knowledge Sharing Platform based on a reworked tender. In 2022, they have also kicked off the Disease Fighting Project with SNV-IRRI in Indonesia, after having recently completed the first milestones of the Koltiva and SNV-Proforest GAP coaching projects in the country. They continue to seek members’ funding for capacity building projects in Indonesia (second stream of disease fighting) and Cote d’Ivoire (training centres). GPSNR Working Groups Update: May 2024

Strategy and Objectives Working Group: Feedback on the Assurance Model resolution has closed, and the finalised resolution has been released along with other voting materials. Public consultation on the documents up for discussion can be found here. Members will vote on the Assurance Model resolution at the Extraordinary General Assembly and are encouraged to participate in the in-person meetings to provide input on the Assurance Model content.

Smallholders Representation and Capacity Building (SCB) Working Group: The SCB Working Group meetings in April provided updates on the Thailand Agroforestry, Thailand GAP, and Indonesia GAP projects. The final workshop for the Income Diversification and Rubber Agroforestry Taskforce in Liberia was completed. Calls for capacity-building project proposals and funding were issued and interested members are welcome to contact cheewei@gpsnr.org.

The SCB WG will continue maintaining oversight of all ongoing projects. The Pre-EGA Smallholder Webinar will run from 8 PM to 10 PM SGT on 30 May 2024. The final report for Indonesia GAP (Phase 1) and the mid-term report for the Digital Knowledge Sharing Platform are in progress and will be distributed by the Secretariat once received. The Digital Knowledge Sharing Platform Task Force will meet with the project partner, Koltiva, for remediation planning and technical review meetings. The Income Diversification and Rubber Agroforestry Taskforce will finalise their reports and prepare for the final presentation.

Shared Responsibility Working Group: The Value Transfer Group has held subsequent meetings to discuss the value transfer proposal. The group continues to meet to refine the proposal, which will be presented at the in-person meetings in June.

Smallholders Representation Working Group Update – December 2019

The Smallholders Representation Working Group has agreed to propose the new main characteristics for potential representatives of GPSNR smallholders as below:

Smallholder: individual natural rubber farmers with all following characteristics:

  • The primary source of income for the smallholder is the farm (not only Natural Rubber); 
  • The Natural Rubber production unit size is less than 50ha (although the farm may be larger);
  • Profits from the farm accrue primarily to the owner of the farm and their family.

The new definition combines the qualitative and quantitative aspects with the intention to offer a pragmatic and standardized definition. The working group members understand that average farm size differs from country to country, hence having a universal threshold in farm size might not guarantee that the farmer is a small grower in that particular country. However, a quantitative indicator should be in place in order to give an objective and clear understanding to all audiences. The threshold of 50 hectares is established as an interim quantitative indicator based on the discussion in the working group that more than 80% of natural rubber supply comes from the farm which is smaller than 50 hectares.

The Country Champion is collecting application form from the smallholders that have been nominated durinng GPSNR Smallholder Workshop.  While membership fee is waived to smallholder member, funding to participate the General Assembly in March 2020 in Singapore is limited to 20 seats. The Working Group will further look at the profile of the smallholders  to design the criteria for funding mechanism.
