The Road Ahead for GPSNR’s Working Groups

Strategy and Objectives Working Group

Moving forward, a key focus of the Strategy and Objectives Working Group is to look at increasing Working Group alignment within the Platform. Considering the interconnected nature of the work and the plan for Working Group-level Theories of Change, there is merit in bringing the Co-Chairs of Working Groups together to explore how to create better alignment. To this end, the Working Group is considering activities for the end of the year to build unity and alignment across all Working Groups.

The Working Group is also developing a procedure to assess external programs that are brought forward for GPSNR’s support, either by member organizations or by Working Groups. This process will involve evaluating the measurable Key Performance Indicators (KPIs) for the project and to what degree the project links to GPSNR’s Theory of Change. 

Under the Equity sub-Group, the Living Income Gap studies for Indonesia and Thailand are now underway following the award of the proposals to the selected bidders.  

Smallholder Representation Working Group

Prior to the General Assembly (GA), the Smallholder Representation Working Group had organised three international calls to prepare smallholders for the GA. A fourth international call will be held sometime mid-October. 

In the lead-up to this final international call, a round of national calls are being held with the help of the various Country Champions. During these national calls, smallholder members will be able to gather their thoughts around the GA, approved resolutions and Executive Committee election results, as well as to think collectively about the issues they would like to cover as a category during the international call, and, moving forward, the details of the engagement mechanism they wish to implement within the category.

Post-GA, the Smallholder Representation Working Group will explore how best to integrate members of the newest category into the various Working Groups. The Working Group is also looking at its exit strategy, having achieved the goals set out for it in its Terms of Reference document.   

‘Policy Toolbox’ Working Group

Following the approval of the proposed policy framework, a multi-stakeholder Technical Working Group will be set up to draft the Implementation Guidance for member companies. 

Concurrently, the Working Group will also develop a policy equivalent and implementation guidance for smallholder producers, and civil society.   

The Shared Responsibility Working Group, whose creation was approved by the Executive Committee, will be established to identify how the responsibilities and costs of implementing sustainable natural rubber initiatives can be more equitably distributed across stakeholder categories. It will help to inform the development of the Implementation Guidance, while bearing in mind that whatever requirements are defined for smallholder members, those members should not carry the burden of a higher cost to implement sustainability activities and comply with the Policy or Implementation Guidance to be developed.

‘Capacity Building’ Working Group

At the end of July 2020, the Capacity Building Working Group had presented finalized capacity building strategies for four selected countries, to the Executive Committee.

For its next steps, the Working Group will be developing implementation guidelines and an evaluation framework. This will be crucial in ensuring that the various capacity building activities are put in place in a concise and effective manner leading to the outcomes framed in GPSNR’s Theory of Change. The Working Group will continue to discuss the feasibility and find consensus on an approach that relates to carbon compensation schemes around natural rubber. 

Finally, the Working Group will also refine its group structure to better address the changing roles and responsibilities it now faces.

‘Traceability and Transparency’ Working Group

The Working Group has awarded the GIS Database and Mapping Tools study to the Zoological Society of London (ZSL), and the Traceability and Transparency Tools Comparison study to e-Audit Hong-Kong Limited (e-Audit). 

The studies are ongoing, and the Working Group will then use those studies to develop next steps as well as recommendations to the Executive Committee.

The Working Group will also be continuing conversations on risk-based approach methods to evaluating field-level legal, social and environmental risks.

GPSNR unveils first ever collective grievance mechanism in the natural rubber industry

Singapore, 15 June 2021: The Global Platform for Sustainable Natural Rubber (GPSNR) has unveiled the natural rubber industry’s first ever grievance mechanism. The process provides a platform to address complaints against its members. It also creates a space for collaboration, improved relations and amicable and meaningful solutions amongst stakeholders in the natural rubber value chain. In situations where this is not possible, the Grievance Mechanism offers recourse and seeks to ensure remedy is provided to impacted parties.  

Members and non-members can now use this process to address existing concerns regarding a member’s violation of membership requirements or other guiding principles of the Platform. The mechanism seeks to provide transparency and predictability in the process and requires resolutions to be reached in a timely manner. It asserts particular emphasis on finding expedient and impartial resolution for high risk cases involving impact on communities or the environment, through the creation of a Complaints Panel. This panel will be made up of volunteer members, an external expert, and will judge whether and what kind of corrective actions need to be taken. 

The process is comprehensive and risk-based, and is designed with the aim  to bring parties to viable solutions and concrete remedy through a transparent process. ‘’The mechanism makes it possible for third parties to address issues with GPSNR members through an unbiased yet amicable process. The focus of the process will always be on finding solutions that work for everyone and provide both Complainants and Respondents with a transparent platform for resolution and accountability’’ said GPSNR Platform Director Stefano Savi.  

In slightly over two years, GPSNR has established itself as a platform working towards systemic change in the natural rubber supply chain. The existence of a strong redressal process like this grievance mechanism showcases its commitment to a culture of fairness and transparency.

Smallholders Representation Working Group Update – July 2019

Since its establishment a few months ago, the Smallholders Representation Working Group has been working consistently and collectively to accomplish its mission. The group has been actively involved in understanding, strategizing and testing the methods by which the platform can ensure adequate and relevant smallholder inclusion. 

In its work to date, the group has selected 11 Working Group members as “Country Champions” who have extensive regional knowledge regarding the rubber supply chain. These members have been in charge of conducting interviews of various smallholder associations and organizations in their assigned country or region. The Working Group also refers to these “Country Champions” as “GPSNR Ambassadors” because of the role they play in creating awareness about the platform. In the past few months, they have helped promote the platform internationally, specifically in Natural Rubber producing countries, by interacting with several organizations, companies and government authorities in different regions of the world. This in turn has helped create curiosity and interest regarding the platform with local stakeholders and in the international rubber community.  

To further this process, the Working Group is currently planning on organizing a series of workshops in various rubber producing regions of the world, including Indonesia, Thailand and Vietnam in Asia Pacific, Brazil in Latin America and Cote d’Ivoire, Ghana and Liberia in Africa. The objective of these workshops will be to understand the local needs and motivations of smallholders and onboard organizations representing  smallholders to join the platform. The Working Group agreed these workshops will be a chance to facilitate an open and constructive discussion between the participants, including smallholders, smallholder representatives and other rubber stakeholders. By organizing multiple workshops in different regions of the world, the Working Group is trying to ensure appropriate coverage of the vast and diverse global natural rubber supply chain.  

Through these workshops and the onboarding work done by the Country Champions, the group will be able to identify relevant smallholder representatives, in view of onboarding them as GPSNR members, to ensure smallholders representation in the GPSNR governance is achieved by the next General Assembly in March 2020.

It has been encouraging to see volunteer members of the Working Group actively participate and contribute to fulfill the tasks and responsibilities assigned to the team. Going forward, the Working Group Co-chair expects more involvement of the members as the group implements its developed action plan of organizing regular events like the regional workshops aimed at the betterment of Rubber Smallholders.
