GPSNR Working Groups Update: August 2023

Strategy and Objectives Working Group:

In recent developments within the Risk Subgroup, significant progress has been made. Consortiums Agridence and Koltiva have delivered their conclusive reports, which have been duly circulated among the members. The Risk Subgroup extended an invitation to ASI, requesting insights into the formulation of the Risk Assessment Framework. This move aims to ensure the adaptability of the framework to the many different risk tools that exist in the  Natural Rubber Industry. Collaborative efforts are also underway, as the Risk Subgroup and ASI work together on an inaugural pilot trial, focusing on setting Indonesia’s national risk parameters.

Meanwhile, significant strides have been taken in the realm of the Assurance Model Taskforce. Resolutions have been shared within the Strategy and Objectives Working Group, inviting constructive feedback. The completion of the Due Diligence System falls under the purview of ZSL, marking a substantial accomplishment.

The Risk Subgroup is engaging in early-stage discussions with the Basel Institution, exploring a potential collaboration concerning corruption risks within the supply chain.

Further negotiations between the Risk Subgroup and ASI encompass a range of key initiatives, including the preconfiguration of National Risk Levels, the refinement of the Risk Tool’s questionnaire, and harmonising National Risk levels with other established risk assessment tools used within the GPSNR community. ASI is entrusted with designing the GPSNR Assurance Model; and a draft Framework has been shared.

Smallholders Representation and Capacity Building (SCB) Working Group:

In recent updates, several advancements have occurred. The Indonesia National Subgroup has reported quarterly progress to the SCB WG for the GAP Coaching and Disease Fighting projects.

Meanwhile, in Thailand, the National Subgroup has completed proposal evaluations, leading to the selection of Koltiva for the Thailand GAP Coaching project.

A notable achievement is the official endorsement from the SCB WG for the final recommendations report of the Smallholders Policy-Equivalent (SPE).

Concurrently, the Agroforestry-Income Diversification taskforce has successfully finalised contractual arrangements and is actively overseeing projects in Indonesia.

Preparations are underway in the Thailand Agroforestry subgroup for upcoming training discussions scheduled for October 2023. Similarly, the Thailand GAP subgroup is taking steps to initiate its project.

On the technological front, the Digital Knowledge Sharing Platform (KSP) task force is making progress in developing features, anticipating the forthcoming piloting phase.

The HCSA-HCVN Field Trials task force is focused on refining the final report for subsequent submission to the SCB WG.

Looking ahead, the Agroforestry-Income Diversification Taskforce is gearing up for a series of agroforestry workshops planned for 2023-2024.

Cross-group collaboration is evident as the Thailand Agroforestry subgroup plans a knowledge exchange session with the Agroforestry-Income Diversification taskforce and Indonesian smallholder, Pak Febrius SW, with a focus on Rubber Agroforestry.

Lastly, the SCB WG is proactively organising calls with smallholders from diverse countries as part of their preparations for the upcoming October 2023 General Assembly.

Policy Toolbox Working Group:

A resolution along with its corresponding Annex was drafted, aiming for Year 2 Disclosure Requirements. These were slated for submission to the 5th General Assembly (GA).

Consultant Petra Westerlaan presented a proposal to the WG that outlined revisions to the GPSNR Reporting Framework. This proposal resulted from a comprehensive comparison with other reporting frameworks, including CDP Forest, GRI, and ZSL-SPOTT. The proposed revisions emphasised quantification, which would enhance data aggregation and simplify the assessment of annual progress.

Subsequent to the GA, the WG will scrutinise Petra’s proposed revisions and arrive at a consensus on changes to the Reporting Matrix.. Sufficient lead time is essential for companies to prepare their Year 3 data.

Once agreement is reached on revisions to the Reporting Matrix, the WG will proceed to define the disclosure requirements for Year 3 reporting. This sequential approach ensures a methodical and informed evolution of the GPSNR reporting process.

Shared Responsibility Working Group: 

During the face-to-face meeting, the Governance and guiding principles were introduced. Manufacturers are in the process of obtaining internal approval for the Governance Framework. They will subsequently furnish a final version for approval from the GPSNR Executive Committee (EC) and the General Assembly.

A draft resolution was shared with the Working Group (WG) and received approval for distribution to members for feedback.

Collaborating with the Capacity Building WG, the WG is developing a protocol to screen and assess proposals. This evaluation process will be based on the Equity definition and stakeholders as outlined by the EC.

One of the  co-chair seats in the Shared Responsibility WG is available, and a call for volunteers has been initiated.

GPSNR Working Groups Update: October 2024

Assurance Model Task Force: The Executive Committee (EC) has reviewed the Assurance Model documents and approved them to be submitted to the General Assembly for a vote. The EC has also identified several topics that will require further discussion and finalisation next year. These include minimum requirements, the mechanism for third-party oversight of assessor accreditation, the format and content of assessment result disclosures, the process for assigning third-party assessors, claims, refinements to the classification system for major non-conformities, and a risk-based approach to assessment scheduling. These topics will be presented for a vote at the 2025 General Assembly. Additionally, the EC has agreed that the first three years of assessments (2027-2029) will be conducted annually, with mandatory public disclosure of a category-level summary of the assessments, while company-level disclosure will be optional for those being assessed.

 

Smallholders Representation and Capacity Building (SCB) Working Group: 18 members from Ghana were approved this month, with an onboarding call held on 10 October 2024. Additionally, the EC Election Campaign call for smallholders took place on 29 October 2024.

Koltiva submitted the final report for the Indonesia GAP Coaching Project (Phase 2) and delivered a final presentation on 17 October 2024. The third phase of the Indonesia GAP Coaching Project is now underway and is currently in the preparation stage. For the Thailand GAP Coaching Project, Koltiva presented the first full-year project results on 22 October 2024. Meanwhile, RAFs completed training for 1,000 farmers ahead of schedule in the Thailand Agroforestry Project. Furthermore, a curated content list and promotional poster for Rubber Wiki have been created to engage smallholders through the Knowledge Sharing Platform.

Looking ahead, a Pre-GA Webinar for smallholders is scheduled for 18 November 2024, and 10 new Cambodian smallholders have applied for membership and are awaiting approval.

For Capacity Building Projects, SCB WG members are requested to review and provide feedback on the final report for the Indonesia GAP Coaching Project (Phase 2) by 28 October 2024. Koltiva will also submit agricultural calendars and training materials for the third phase of this project for SCB WG review by the same date. For the Thailand GAP Coaching Project, Koltiva is revising the full-year review report based on feedback from SCB WG members. Additionally, the Project Management Subgroup will hold its kick-off meeting on 23 October 2024.

 

Shared Responsibility Working Group: The Shared Investment Panel (SIP) has officially been established following approval from the GPSNR Executive Committee.

The Secretariat is continuing to support the implementation of the Shared Investment Mechanism, with the Project Management Subgroup currently reviewing the proposals received. The SIP will select its co-chairs and plans to hold its kick-off meeting early next month.

Regarding the Value Transfer mechanism, the Executive Committee will form a task force with one representative from each ordinary member category. This task force will work on the next steps to finalise a revised proposal, with the aim to present it at the in-person meeting in February 2025.

GPSNR Working Groups Update: May 2021

It’s been a busy few months for all the working groups! Here are some of their key updates.

Strategy and Objectives Working Group

In April 2021, the Strategy and Objectives working group completed a significant piece of work by finalising the Desired State Document. This month, the group has received ten key recommendations on equity from the Equity Sub-working group. 

These include integrating equity-centric Principles, Practices and Priorities across GPSNR’s procedures and work programs and recommending member companies to do the same. You can find all the recommendations here

These recommendations go beyond the work of the group itself and cover the role of equity in most GPSNR interventions. 

Proforest with Liza Murphy have also submitted the second draft of the Environmental Risk Assessment of Natural Rubber Production and Production and Processing to the group. 

Smallholder Representation Working Group 

Since August 2020, the smallholder onboarding process has been integrating smallholders into GPSNR’s structures and functions.  This month, the smallholder working group conducted a r satisfaction survey for the 28 smallholders within GPSNR to assess the successes and challenges of the smallholder onboarding process. 

Of the 28 smallholders at GPSNR, 16 responded to the survey. While structural issues like the digital divide, access to technology and language barriers are causes for concern in smallholder engagement, the survey results were encouraging. 

15 out of 16 smallholders responded positively on being asked if they better understood GPSNR’s aims after the onboarding process. They also offered plenty of constructive feedback to improve the onboarding experience for future members. These include improving communications and information sharing, clearer rules and organisational goals, and ways to enhance smallholder engagement on the platform.  However, the information that remains unclear for a majority of the respondents centers around the rules of membership and goals of the smallholder representation working group. These will be addressed in the new onboarding programmes that the working group is developing.

The group has also reached out to Thai farmer associations to recruit new members from Thailand, and is also preparing for a workshop to recruit smallholders in Cambodia. At the same time, the group continues to seek responses from the smallholders who haven’t yet completed the survey. 

Policy Toolbox Working Group 

After receiving some strong proposals for the development of guidance for the Compliance Panel operations, the Policy Toolbox working group is now reviewing these and will have a finalist in the coming few weeks. 

For context, GPSNR Statutes mandate the creation of an independent Compliance Panel to  ensure that members conform with Statutes, Code of Conduct, decisions, standards and processes, and make recommendations to the GPSNR Executive Committee. 

After an extensive selection process, the group has also chosen ZSL to work on the Reporting Requirements development as they have significant experience in similar projects. Simultaneously, they have completed the first round of focus group calls and surveys for the development of the implementation guidance. 

Capacity Building Working Group 

After presenting a funding mechanism of capacity building projects to the Executive Committee earlier this month, the Funding Taskforce in the Capacity Building working group has finalised the process and will be broadcasting it to all members in July 2021. 

This funding mechanism is a temporary measure which will support GPSNR’s capacity building initiatives while the larger funding model is finalised.

At the same time, the Good Agricultural Practices (GAP) taskforce has finalised GPSNR’s GAP principles. 

Traceability and Transparency Working Group

The group has put together a draft input on the Implementation Guidance from a traceability perspective this month. 

After conducting discussions on traceability and data requirements for GPSNR, this is also developing data collection and reporting standards together with the Policy Toolbox working group.

Shared Responsibility Working Group

Having finalised the Implementation Framework for Shared Responsibility, the group has finalised a first round discussion of the problem statements for the natural rubber supply chain. 

This has allowed the group to identify the causal pathways and root causes of the issues affecting shared responsibility investment, supply chain data transparency and reinforcing sustainable supply chains (key focus areas for the group). With this step completed, the group is now looking at proposing solutions for these issues that GPSNR can implement. This first draft of solutions will be soon shared with the different categories members for an initial informal consultation.
