Strategy and Objectives Working Group

The working group includes both the Risk subgroup and the Assurance Model task force and is currently working on some exciting stuff!

The Risk subgroup has been busy, with consortiums Agridence and Koltiva having kick started their pilot field trials on the traceability tools. They are actively pursuing the next steps for the deliverable from ASI on the Risk Assessment Framework. This includes conducting internal piloting and cross-walking the tool with GPSNR commissioned studies to identify gaps. Lastly, second in an ongoing series, the Traceability Tools Webinar will be occurring on 26th April and you may register for it here. 

The Assurance Model taskforce will be meeting to discuss updates on KPI alignments, due diligence system and the members progress model. 

Smallholders Representation and Capacity Building (SCB) Working Group

The SCB Working Group has proposed a new structure with three co-chairs and this has been officially endorsed. The next Working Group meeting will take place on 27th April, where they plan to formally endorse the Terms of Reference. 

Updates on the Income Diversification and Rubber Agroforestry taskforce, the strategy for 2023-2024 has been endorsed, and the taskforce will continue their work on planning the schedule and sequence of workshops and finalising the contractual plan. 

On the Digital Knowledge Sharing Platform front, Koltiva will work together with the taskforce to start developing the app and its features. In upcoming news, the Thailand Good Agricultural Practices (GAP) subgroup will publish the tender soon. 

 Policy Toolbox Working Group

Input has been collected on the reporting process from members through the Year 1 Reporting Review Survey. As part of this review, stakeholder- specific meetings will be conducted to collect more feedback on the reporting process. Based on the Year 1 Reporting Review results, any changes will be assessed to the reporting framework and its details (i.e., Process, Extensions, Questions), and disclosure requirements will need to be agreed on for reporting Years 2 and 3 (Transporting Reporting Roadmap- TRR). Future actions will require the reporting guidance for Year 2 to be improved according to changes proposed to the reporting matrix.

An RFP for consultants has recently been published to look into proposing a quantitative orientation for the reporting matrix and do a crosswalk with other reporting frameworks (CDP Forest, GRI and ZSL-SPOTT). On news of the Assurance Model front, what follows would be to finalise Compliance Panel Terms of Reference and operational guidance based on the Assurance Model.  

Shared Responsibility Working Group

During the physical meeting in January- February, the Governance and Guiding Principles were presented, Manufacturers will provide a revised document of said principles by April. 

Next phases for the Working Group are pending the outcomes of discussions on shared investment principles, which are currently happening on the Manufacturers category level. The Working Group will revamp data sharing and value transfer discussions once the proposal from the Manufacturers is available.

Strategy and Objectives Working Group

The assurance model taskforce, which sits under the umbrella of this working group, worked on establishing KPIs, GPSNR and Company targets, and tasking the KPIs to other working groups, categories and members. Its other subgroup on risk is currently working on a proposal for the definition of polygons in the EU Deforestation Regulation based on a request from GPSNR member ETRMA. Th subgroup also has two new co-chairs – Maggie Fitzherbert from ZSL and Ayako Itoh from Bridgestone.

Smallholder Representation Working Group

After completing its first round of pilot agroforestry workshops in Indonesia, the working group has its next round planned in Cambodia starting this month. Subsequently, they are preparing for country-based focus group discussions on the Smallholders Policy Equivalent and for the GPSNR-HCSA Smallholder Toolkit Field Trials. They are also working on processing smallholder applications from Liberia and Cambodia.

Policy Toolbox Working Group

The group is working on finalizing the TORs for the Year 1 Reporting Review to be conducted in the first quarter of next year. They are also assessing if any changes to reporting framework and its details (i.e. process, extensions, questions) are needed based on the Year 1 Reporting Review results.

Capacity Building Working Group

The group is currently evaluating proposals to appoint a software developer for the second phase of the GPSNR Knowledge Sharing Platform. They have kicked off the Disease Fighting Project with SNV-IRRI in Indonesia, after having recently completed the first milestone of the SNV-Proforest GAP coaching in the country. They continue to seek members’ funding for capacity building projects in Indonesia (second stream of disease fighting) and Cote d’Ivoire (training centres). Shared Responsibility Working Group

The group is working on the deliverables discussed for each of its sub working groups during the in-person meetings, and will present findings to the membership on 15th November 2022.

Natural rubber stakeholders align on GPSNR governance

A 22-23 January stakeholder workshop in Singapore saw Founding Members of the GPSNR and other stakeholders, align on a multi-stakeholder governance structure that includes a greater share of voting weight for civil society members. “This is a significant development,” said Stefano Savi, GPSNR Director “the model aligned on last week in Singapore comes out of a November 2018 workshop in Geneva – it’s a product of the dedication of all stakeholders to the shared goal of sustainable natural rubber – we’ve seen compromise from all parties, there’s a spirit of cooperation and inclusivity that shows there’s real commitment to make this work.”

The proposed governance structure will be put forward for adoption at the platform’s inaugural General Assembly (GA) planned for 21 March 2019, Singapore, scheduled in conjunction with the World Rubber Summit. Whilst multiple stakeholders have provided valuable input to the development of the platform thus far, governance roles and rights-to-vote are reserved for platform members only.

The platform includes the enrollment of smallholder members amongst its priorities. Despite the challenges associated with recruiting smallholder representatives, the more than 50 GPSNR stakeholders present at the workshop agreed that this critically important stakeholder group should be part of the GPSNR decision making structure. A dedicated working group will be established to coordinate actions to identify and secure adequate smallholder representation.

The workshop also confirmed the need for targeted member-recruitment to bolster the inclusion of rubber processors, NGOs specialized in social aspects relevant to rubber production, as well as non-tire manufacturing rubber makers.

“Agreement on platform governance is excellent progress and means the platform can better focus on the work ahead. We’re all aware of the critical challenges that remain, but there’s a feeling that, together, we can meet those challenges” said Savi, speaking at the close of the two-day workshop.
