(CLOSED) Request for Proposal – Study on Environmental impacts, and risks, in the global Natural Rubber value chains

Introduction & Background

The Global Platform for Sustainable Natural Rubber (GPSNR) is an international Multi-Stakeholder, voluntary membership initiative seeking to lead improvements in the socioeconomic and environmental performance of the natural rubber value chain. Development of the GPSNR was initiated by the CEOs of the World Business Council for Sustainable Development (WBCSD) Tire Industry Project (TIP) in November 2018. Members of the platform include tire manufacturers, rubber suppliers and processors, vehicle makers and NGOs.  Representatives from each of these stakeholder groups have contributed to the development of the Singapore-based platform and the wide-reaching set of priorities that will define GPSNR strategy and objectives.

Through a participatory process the Platform has developed stated goals with a strong focus on developing a framework that supports and sustains responsible supply chains. To fully inform decision making the Platform needs to collate, consider, and agree, information on social, environmental and economic risks, and their causes, in the Natural Rubber Value chain, in order to be able to minimise and manage those risks. The Platform has already commissioned a social risk assessment; this call for proposals is for the provision of a parallel process covering environmental impacts and risks, with a particular focus on Biodiversity and Ecosystem Services.

Each country has its own natural systems, as well as its own governance and social structures which contributes to different environmental impacts and risks from country to country.  Whilst there are many impawcts on natural systems in these countries some are directly associated with the specifics of tropical forest commodity production, especially in countries where development planning and control, and law enforcement, are weak.

The study should identify potential areas of environmental impact in the natural rubber value chain, particularly at the production end of the value chain, and consider the effectiveness of how these potential impacts are managed through regulation, policies and practices, what impacts actually occur, and then consider the risks that these impacts pose. The areas of study should also be consistent with the relevant GPSNR Policy Components (i.e. HCS areas, HCV areas, peat etc; see attached Policy Components document for reference). Based on the analysis of how well current processes deliver the “Desired State” for rubber landscapes, the study should develop recommendations as to how GPSNR could most effectively support the avoidance and mitigation of potential environmental impacts and risks. This should include identifying the possibility of metrication for such risks, which will then be used to inform the development of GPSNR’s Risk Matrix.

The consultant is expected to develop generic impact and risk profiles at a global level, and specific risk profile at a regional and/or national level.  Areas of interest for GPSNR are Southeast Asia (Thailand, Indonesia, Vietnam, Malaysia, China, Cambodia, Myanmar, Laos, Papua New Guinea, India and Sri Lanka), West Africa (Cote d’Ivoire, Liberia and Nigeria), and South America (Brazil and Guatemala).

The consultant will collect the information via desktop study, interviews with, inter alia, GPSNR members, research and other academic institutes, NGOs, and governmental organizations.  A primary list of stakeholders will be provided by the Secretariat together with the Strategy and Objectives Working Group members.  A complementary list will be developed by the consultant.  Regular contact and updating to the Strategy and Objective Working Group together with the Secretariat will be required.

  1. Proposals will only be accepted from individuals or firms with experience relevant to this project.
  2. Examples of previous relevant work should be provided as well.
  3. A technical proposal must be provided that is not more than 4 pages. This technical proposal must provide an overview of the proposed methodology as well as resumes of all key personnel performing the work. In addition, the technical proposal should provide a proposed schedule and milestones, as applicable.
  4. A price proposal must be provided that is not more than 1 page. This price proposal should indicate the overall fixed price for the project as well as daily rates and an estimated total number of days.
  5. Proposals must be signed by a representative that is authorized to commit bidder’s company.

To achieve this aim, it is important for the Platform to gather information about the following metrics in different countries:

i) the prevailing net household income of rubber smallholders;

ii) the detailed cost of production for rubber (input costs, labor etc);

iii) the living income for rubber smallholders;

iv) the living income gap and v) the living income reference price for rubber (the price at which the living income benchmark can be reached).

The Platform has decided to limit the focus of this initial study to Ivory Coast, Indonesia, Thailand, and Myanmar and the consultant is expected to collect information on the aforementioned metrics in Thailand for this study.

Given that living income data is not readily available for each country, alternative benchmarks should be used where relevant and applicable. A list of potential benchmarks and preliminary data are illustrated in the attached document. To facilitate cross-country comparisons of income data and living income levels, the consultant is expected to use consistent units of measurement (per household / per workforce / per person) throughout this study.

Development of the GPSNR was initiated by the CEOs of the World Business Council for Sustainable Development (WBCSD) Tire Industry Project (TIP) in November 2017. The GPSNR has created three core working groups to help advance the platform’s mission to reduce social and environmental risks throughout the natural rubber supply chain.  Working Group 3 (WG3) is dedicated to Traceability and Transparency, with the objective to recommend tools to trace, assess the risk and achieve transparency of any given natural rubber product buyer’s supply chain.

To achieve the WG3 objective, we are requesting proposals for projects that will assess supply chain risks, achieve supply chain traceability and achieve supply chain transparency. 

GPSNR refers deforestation risk to loss of natural forests, HCV and HCSA areas. Currently each member is working independently on HCV/HCSA assessment and rather than doing it collectively. We understand that there have been several HCV maps developed by different organizations in several parts of the world, and our intention of this pilot is to find a collaboration with a partner to jointly upgrade/update the existing map. 

Note: Proposals for new mapping activities are not discouraged from applying.

Scope of Work and Objective

Comparison of Existing GIS Databases and Mapping Approaches of High-Risk Areas and Ongoing Threats

Compare existing and currently under-development GIS databases and mapping tools along with their mapping approaches through research and interviews of entities familiar with the production of such products. Additionally, where there is an absence or deficiency of tools, suggest the enhancement or combination of existing or creation of a new.

The study shall include but not be limited to the datasets, mapping approaches, GIS databases in development and/or adopted by:

(1) HCVRN;

(2) HCSA;

(3) UMD;

(4) UN Biodiversity Lab;

(5) WRI and;

(6) WWF.

The study shall:

  • Focus on countries/regions related to natural rubber production.
  • Provide an overview of each database/mapping tool that includes their general methodology.
  • Conduct a SWOT analysis of each tool to identify which tools are most suitable to detect high risk zones for the rubber sector based on presence of high carbon and/or biodiversity levels, High Carbon Stock values (HCSA), and/or High Conservation Values (HCVRN).
  • Suggest how existing traceability tools can (or cannot) interact with the GIS databases/mapping tool.

GPSNR has created three core working groups to help advance the platform’s mission to reduce social and environmental risks throughout the natural rubber supply chain.  Working Group 3 (WG3) is dedicated to Traceability and Transparency, with the objective to recommend tools to trace, assess the risk and achieve transparency of any given natural rubber product buyer’s supply chain.

To achieve the WG3 objective, we are requesting proposals for projects that will assess supply chain risks, achieve supply chain traceability and achieve supply chain transparency. 

Scope of Work and Objective

1: Take stock of the traceability and transparency requirements

Understand the requirements of the traceability and transparency tools through discussions and interviews with various members and EC of GPSNR. This includes

  • What level of traceability and transparency (T&T) different stakeholders desire while meeting the criteria and policy?
  • What level of T&T is needed in high risk areas and in low risk areas?
  • How they define high risk and low risk areas?
  • How they plan to identify high and low risk areas?
  • What data in the supply chain (based on the draft GPSNR sustainability criteria) are different stakeholders (particularly downstream rubber industry) agreeable to sharing and with what entities (such as GPSNR, NGOs, competitors, and suppliers), and on what conditions?
  • What data is absolutely confidential that can’t be shared (even with an entity like GPSNR on a strictly confidential basis)?
  • What costs they are willing to pay/ton for T&T in different risk profile areas?

2: Assess Methodologies and Effectiveness of Traceability and Transparency Tools

The following request for proposal asks for a study of the functionalities of traceability/transparency tools being used by the natural rubber and other similar industry sectors: 

  1. Supply chain and product tracking
  2. Supply chain mapping
  3. Satellite and remote sensing (incl. Artificial Intelligence opportunities)

The study should look at each tool’s methodology for identifying origin and collecting information and make recommendations for which tools work best (and which do not) regarding the following key areas:

  • The process of data collection and types of data that can be collected
  •  The ability of the tool to identify risk and/or contribute to a risk assessment in the following categories[1]:
  • Social: Protecting internationally recognized human rights and labor rights (UN Guiding Principles on Business and Human Rights and ILO Core Conventions), securing Free, Prior and Informed Consent, Recognizing rights of indigenous peoples and local communities, provision of community livelihoods, etc.
  • Environmental: Deforestation, protection of High Conservation Values (HCVs) and rare, threatened and endangered species, water quantity and quality, soil protection, protecting peat lands, etc.
  • Legality: Applicable local, national and international laws on human rights, labour, land use and the environment.
  • Analyze the usability of results delivered – functionality (is it user friendly – pragmatic – “ready to go”)
  • Analyze the types of data that are accessible by each tool for:
  • Social: Protecting internationally recognized human rights and labor rights (UN Guiding Principles on Business and Human Rights and ILO Core Conventions), securing Free, Prior and Informed Consent, Recognizing rights of indigenous peoples and local communities, provision of community livelihoods, etc.
  • Environmental: Deforestation, protection of High Conservation Values (HCVs) and rare, threatened and endangered species, water quantity and quality, soil protection, protecting peat lands, etc.
  • Legality: Applicable local, national and international laws on human rights, labour, land use and the environment.
  • Explore challenges with data sharing considering confidentiality and data ownership (within each tool), but also consider feasibility and the possibility of sharing information between tools.
  • Understand the reliability of data and the auditability of data (verify).  Consider each tools ability to be audited to 1st, 2nd, and 3rd party methods.  Consider the differences between tools that collect data via voluntary declaration of the suppliers vs onsite data collection by a 2nd or 3rd party.
  • Understand cost– what are other costs that need to be considered:
    • Set-up/prerequisite
    • Maintenance
    • Deployment
  • Understand the scalability of each tool.  At what geographic level can each tool perform and within what timeframes.
  • Adaptability of tool for use by GPSNR members to meet commitments and reporting requirements.

[1] Note: this bullet point is not asking the assessor to conduct a risk assessment themselves.  It is asking the assessor to identify which tools provide valuable data to evaluate and identify risk regarding specific environmental, social and legality factors.

Submission Guidelines & Requirements

The following submission guidelines & requirements apply to this Request for Proposal:

  1. Proposals will only be accepted from individuals or firms with experience relevant to this project.
  2. A technical proposal must be provided that is not more than 4 pages. This technical proposal must provide an overview of the proposed tools for analysis as well as resumes of all key personnel performing the work. In addition, the technical proposal should provide a description of previous relevant work, and a proposed schedule.
  3. A price proposal must be provided that is not more than 1 pages. This price proposal should indicate the overall fixed price for the project as well as hourly rates and an estimated total number of days.
  4. Proposals must be signed by a representative that is authorized to commit bidder’s company.
  5. Proposals must be received prior to 19th August 2020 to be considered. Proposals should be submitted to stefano.savi@gpsnr.org for consideration.
  6. GPSNR anticipates shortlisting at least two individuals or firms to have more in-depth discussions with, and will make an award to one of these “down-selected” individuals or firms.

Budget

The Platform is anticipating a total budget of no more than 30,000 Euros for the study. 

Payment terms shall be:

  • 50% at the signing of the contract
  • 50% on delivery of the final report

Evaluation Factors

GPSNR will rate proposals based on the following factors, with cost being the most important factor:

  • Responsiveness to the requirements set forth in this Request for Proposal;
  • Relevant past performance/experience;
  • Samples of work;
  • Cost, including an assessment of total cost of ownership;
  • Technical expertise/experience of bidder and bidder’s staff;

GPSNR reserves the right to award to the bidder that presents the best value to GPSNR  as determined solely by GPSNR in its absolute discretion.

(CLOSED) Request for Proposal – Smallholders workshop facilitator

Introduction & Background

The Global Platform for Sustainable Natural Rubber (GPSNR) is an international, multi-stakeholder, voluntary membership initiative seeking to lead improvements in the socioeconomic and environmental performance of the natural rubber value chain. Members of the Platform include tire manufacturers, rubber suppliers and processors, vehicle makers and civil society organizations. GPSNR’s structure consists of an Executive Committee and various Working Groups, supported by the Secretariat. All members meet and vote on resolutions at an annual General Assembly (GA).

Since its inception, GPSNR has been working towards smallholder inclusivity, particularly to ensure relevant representation of smallholders in GPSNR’s governance. As part of this effort, a series of workshops was conducted in the last quarter of 2019 aimed at raising awareness of GPSNR and the issue of sustainable natural rubber amongst rubber smallholders.

In 2020, 27 smallholders from 7 countries joined GPSNR as members. They will be participating, for the first time, in the GA scheduled to take place in September 2020. During the GA, a resolution will be proposed to form a new membership category for smallholders, which will be called ‘Smallholder Producers’. As an established category, smallholders will then be involved in voting on other resolutions and will elect representatives to be part of the Executive Committee.
GPSNR requires the services of a facilitator to facilitate several online sessions to prepare the smallholders for the GA, as well as their roles and responsibilities as members of GPSNR.

Objectives of the Sessions
The objectives of the online sessions are:
a) To foster relationships amongst smallholders from all 7 countries (particularly to encourage smallholders to interact with smallholders who are not from their country).
b) To familiarize the smallholders with fellow GPSNR members and GPSNR structure and governance, including but not limited to: Working Groups and their respective scopes of work and deliverables, knowledge of position of other member categories, GA voting process and the impacts of their votes.
c) To trigger and facilitate discussion amongst smallholders on subjects including but not limited to ensuring fair representation amongst smallholder representatives, identifying smallholder needs and priorities for GPSNR, and effective integration of smallholders into the fabric of GPSNR.

Roles and Responsibilities of Facilitator
The facilitator will be the main facilitator for the online sessions. Where necessary, subject matter experts (i.e. GPSNR Members) may be required to make specific presentations for certain sessions. For such sessions, the facilitator will take on a supporting and coordinating role. It is expected that the facilitator will be required to engage in several preparatory calls with GPSNR prior to the actual sessions.

Other responsibilities of the facilitator will include:
i. General familiarization with GPSNR structure and processes, including relevant organizational documents
ii. Familiarization with smallholders, inputs from the previously conducted workshops and national conversations
iii. Develop session methodologies and materials in conjunction with GPSNR
iv. Sessions must be participatory where possible, and designed to provoke critical thinking from the participants
v. Assist GPSNR in planning and coordinating the sessions, including communications to be sent to selected participants (e.g. any pre-workshop reading or activities)
vi. Provide a summary report of the sessions, with recommendations for follow-up activities and strategies to support smallholder integration based on the priorities and recommendations expressed by the participants

Qualifications and Experience
The facilitator should possess the following qualifications/ experience:
• Demonstrated high level of skill and experience in facilitating workshops or meetings involving farmer groups/ indigenous people from several regions
• Demonstrated high awareness and practical and inclusive facilitation skills in working in multicultural and multi-lingual workshop settings
• Experience in planning and designing participatory workshops and consultations with engaging facilitation methods and activities, preferably experience in facilitating online sessions
• Excellent communication skills
• Fluent in written and spoken English
• Fluency in one or more of the following languages is a plus: Bahasa Indonesia, French, Myanmar, Thai, Vietnamese

(CLOSED) Request for Proposal – GPSNR Baseline reporting requirements pilot

The Global Platform for Sustainable Natural Rubber (GPSNR), is an international multi-stakeholder, voluntary membership initiative seeking to lead improvements in the socioeconomic and environmental performance of the natural rubber value chain. Development of GPSNR was initiated by the CEOs of the World Business Council for Sustainable Development (WBCSD) Tire Industry Project (TIP) in 2018. Members of the platform include tire manufacturers, rubber suppliers and processors, vehicle makers and NGOs. Representatives from each of these stakeholder groups have contributed to the development of the Singapore-based platform and the wide-reaching set of priorities that will define GPSNR strategy and objectives.

GPSNR’s Policy Toolbox Working Group is developing for approval two key documents that will form GPSNR member requirements. First is a set of Policy Components, which outlines specific commitments that GPSNR company members should include in their sustainable natural rubber policies. Second are the Baseline Reporting Requirements, which indicates qualitative and quantitative sustainability data to be reported to the GPSNR Secretariat for year 1 (2020). To finalize these Baseline Reporting Requirements, the Working Group is conducting a pilot test with volunteer companies. The aim of the pilot is to understand any constraints companies may have in obtaining or sharing certain information, with the goal to refine and finalize the Baseline Reporting Requirements based on company feedback.

In order to achieve this, GPSNR is seeking a fixed term consultancy firm who will be responsible for gathering the responses from pilot participants, ensuring data security and confidentiality, and providing a short aggregated summary of data, including recommendations to GPSNR to inform the revision of the reporting requirements and questionnaire.

Scope of Engagement

The consultancy firm shall provide:

A system to collect data that must:

  1. Provide a secure and unique login for pilot participants to access data submission form  
  2. Ensure data security during transmission and storage of data (as some data will have commercial sensitivity)
  3. Possess, at minimum, the following:
    Ability to export data collected into CSV, XML or PDF formats for data analysis
    Salesforce integration
    Ability to accept file attachments
  4. Allow pilot participants to identify the preferred type of disclosure for each data point, according to the following categories:
    Public Disclosure
    Disclose only to GPSNR Secretariat
    Disclose only to consultant (for aggregate reporting)
    Not for disclosure

A review of all data received, including:

  1. A summary of aggregate data as reported, with highlights of any major anomalies in answers
  2. A short report for internal GPSNR use (Secretariat and members), aimed at informing GPSNR in the revision of the questionnaire/ process

The consultancy firm might be required to conduct limited interviews with pilot participants (if necessary) around the sensitive data (to be quoted separately as addendum based on hourly cost).

GPSNR Secretariat will be able to assist in certain areas of the project, including development of an online submission form, if necessary. For a detailed list of the support from GPSNR, see page 6.

(CLOSED) Request for Proposal – Grievance Mechanism Review

The Global Platform for Sustainable Natural Rubber is an international, Multi-Stakeholder, voluntary membership initiative seeking to lead improvements in the socioeconomic and environmental performance of the natural rubber value chain. Through GPSNR’s Working Groups and the Executive Committee, the Platform is developing an Assurance Model that is intended to be credible and smoothly functioning. Underlying this Assurance Model, and to ensure its effective implementation, is the need for a mechanism by which Members and non-members may take grievances they have against a Member for non-conformance with the Platform’s requirements, which may arise from non-conformance with standards, the Code of Conduct, Conflict of Interest Policy, or other requirements of Members and allow those complainants to have their grievance be heard and resolved (“Grievance Mechanism”).

Under its authority and duty to create a Compliance System for the Platform under Section 10.d. of the Platform’s statutes, the Executive Committee seeks recommendations on the organization and process for such a Grievance Mechanism that allows for the intake, an initial, professionally mediated resolution process, and, finally, the process by which it is submitted to a formal Complaints Panel for resolution in the case that mediation does not work. That recommendation would be in accordance with the engagement outline below and based on a comparative study of best practices in grievance mechanisms for similar multi-stakeholder initiatives.

Understanding that the Platform is in its early stages, and therefore has limited resources, the recommendation should strive for a lean model while maintaining consistency with the policies of the Platform (e.g., Conflict of Interest Policy). Although lean, the Platform also recognizes the need for a process that is accessible, impartial, timely, transparent, and affords protections, such as anonymity, to the complainant (where needed). Developing the Grievance Mechanism is expected to be an iterative process.

The consultant is to develop, in consultation with the GPSNR Executive Committee and Secretariat, a Grievance Mechanism in the form of a process flowchart and a set of rules governing the process for receiving, assessing, processing, and escalating grievances through a series of steps to find an agreeable and just solution. The consultant should adhere to the following phased, iterative approach:

  • Phase I – Comparative Review of Grievance Mechanisms for Similar Multi-Stakeholder Initiatives
  • Phase II – Process Flowchart/Outline
  • Phase III – Final Recommendation
