Strategy and Objectives Working Group Update – December 2019

Strategy & Objectives Working Group is finalizing the Desired State document and Theory of Change. Both documents are shared with Strategy 1, 2, and 3 Working Groups to promote a process of verifying underlying concepts, root causes, and opportunities.

The final version of Desired State V1-0 and Theory of Change will be submitted to the Executive Committee in view of approval at the General Assembly on 31st March 2020.  The Strategy & Objectives Working group is also preparing a concept of Equity working sub-group. GPSNR calls for members who wish to support in preparing the concept note for the equity sub-group, to please state your interest to GPSNR secretariat. 

Strategy 1 ‘Policy Toolbox’ Working Group drafters proposed the first draft of the policy elements and KPIs to the working members, which have now been mapped out against GPSNR 12 principles and desired state.  In order to collect the comments in a written form, members are asked to provide their comments online by January 3rd 2020. After the working group members agree on the final version of policy components, it will be submitted to the Executive Committee for comments and approval.

Strategy 2 ‘Capacity Building’ Working Group has completed a validation of their strategy against the Theory of Change.  The Working Group realizes that the situation in each country varies, so the capacity building strategy needs to be customized in its approach.  A list of stakeholders conducting capacity building activities in rubber producing countries has been finalised. The next step will be to collect inputs from the identified stakeholders in order to design GPSNR capacity building strategies.  In order to have a standardized information, the interviews will be conducted by GPSNR members in January 2020, and the result of the interview will be consolidated by GPSNR secretariat.

Strategy 3 ‘Traceability and Transparency’ Working Group – Some of the tools that the members are using for natural rubber traceability and transparency were presented during the first calls.  The next step is to start looking at Theory of Change, what are the underlying cause of lack of transparency and traceability, and how increasing transparency will contribute to the desired state.

GPSNR’s new Policy Framework drives members commitment to sustainable rubber production and sourcing

Singapore, 23 September 2020: On Wednesday, members of the Global Platform for Sustainable Natural Rubber (GPSNR) convened the annual General Assembly, which saw the approval of a members’ sustainability policy framework and the creation of a new membership category for smallholder producers of natural rubber.

The newly approved policy framework will help GPSNR member companies, who account for almost 50% of global natural rubber volume, to establish or update strong supply chain sustainability commitments through their natural rubber purchasing policies, on all aspects of sustainability: economic, environmental, and social. Modeled around the Platform’s 12 Principles of Sustainable Natural Rubber, the new policy framework sets out eight overarching themes that include commitments to legal compliance, community livelihoods, healthy, functioning ecosystems (including no deforestation), and respecting all human rights.

“This is a tremendous milestone for the Platform and for the natural rubber industry. In just under two years, GPSNR members developed and approved concrete policy commitments for companies to integrate into their sustainable natural rubber policies. Today, and despite the challenges we all faced during this global pandemic, GPSNR members send a signal to the world about their commitment to achieving a fair, equitable and environmentally sound future” said GPSNR Director Stefano Savi.

Around 85% of the world’s natural rubber is produced by smallholders. In order to transform a sector that is primarily reliant on smallholder producers, GPSNR is embracing smallholder inclusivity and a concept of shared responsibility through the establishment of a Shared Responsibility Working Group, which will identify how the responsibilities and costs of implementation can be equitably distributed across all stakeholder categories, with the understanding that smallholders should not carry the burden of a higher cost to implement sustainability activities in complying with the policy or implementation guidance to be developed.

“Smallholders are a crucial link in the natural rubber value chain, and they have a key role to play in driving awareness on-the-ground and setting the global agenda for sustainable natural rubber” remarked Director Savi.

This year, GPSNR welcomed 28 smallholder members from seven rubber-producing countries. These smallholders now constitute a newly approved standalone category and play an equal role in decision-making within GPSNR alongside the other four categories: producers, processors, and traders; tire manufacturers and other natural rubber makers/buyers; car manufacturers, other downstream users and financial institutions; and civil society.

GPSNR’s virtual General Assembly drew more than 120 attendees, including members of the Platform, partners and invited guests. In addition to voting on resolutions, GPSNR members also elected representatives to the 2020-2021 Executive Committee, which comprises representatives from each of the membership categories. And for the first time, three newly elected smallholder producers with diverse geographical backgrounds will participate in Executive Committee discussions and decision-making.

GPSNR Working Groups Update: April 2022

Here are all their updates from the last month:

Strategy and Objectives Working Group

After conducting a gap analysis of GPSNR’s current activities based on the platform’s Theory of Change, the strategy and objectives working group is working on a strategy to address the gaps found, which they will soon present to the Executive Committee. The gaps found include government engagement and the enhancing the enablers mentioned in the Theory of Change. You can read the Theory of Change here. At the same time, the risk sub working group continues to develop GPSNR’s approach to evaluating and mitigating risk.

Smallholder Representation Working Group

Having onboarded 23 new smallholders into the platform this month, the working group continues to build on other aspects of its scope, including planning workshops for Liberia, Ghana and Malaysia, developing country-specific smallholder engagement activities with smallholders and Country Champions and appointing a consultant to develop the smallholder policy equivalent.

Policy Toolbox Working Group

This group is continuing discussions among its three subgroups: Transparent reporting roadmap, Implementation Guidance and RR Guidance & Tools. In the coming months, they will finalise guidance for the reporting requirements and share it with members.

Capacity Building Working Group

The group is currently busy in the development of GPSNR’s knowledge sharing platform, which includes smallholder interviews, compiling and assessing responses of member surveys and holding focus group discussions in May 2022. At the same time, they are working on advancing Capacity Building plans for Indonesia, Thailand and Côte d’Ivoire. For capacity building efforts in Indonesia, the group has formed two Task Forces under the Indonesia Subgroup to advance Budwood Garden and Disease Fighting strategies.

Shared Responsibility Working Group

The Shared Responsibility has completed a draft of Shared Responsibility Framework and presented it to the membership at two member consultation webinars.
