PRESS RELEASE: Natural Rubber players adopt policies committed to healthy ecosystems and human rights

Singapore, 24 September 2021: Apollo Tyres, Bridgestone, Continental Tires, Goodyear Tire and Rubber Company, Hankook Tire & Technology, Kumho Tires, Michelin, Nokian Tyres, Pirelli, Sumitomo Rubber Industries, the Toyo Tire Group and the Yokohama Rubber Co. Ltd. are the first companies to have adopted natural rubber policies that are fully aligned with the policy framework of the Global Platform for Sustainable Natural Rubber (GPSNR). 

As members of GPSNR, their policies include eight major components: commitment to legal compliance, healthy functioning ecosystems, respecting human rights, community livelihoods, increased production efficiency, supply chain assessment and traceability, monitoring & reporting and driving effective implementation of all these components. According to Sooil Lee, President and CEO of Hankook Tire & Technology, ‘’Together with our supply chain partners, these commitments will help improve the quality of life of the natural rubber cultivators, upgrade quality of natural rubber and minimize environmental impact.’’ 

For Michelin’s Natural Rubber Sustainability Manager Edouard De-Rostolan, ‘’the alignment of commitments among GPSNR members, particularly with regard to the risk-based approach and the continuous improvement model, is a key driver for the platform to fulfill its primary mission, which is to create impacts on the ground in order to enhance the sustainability of the industry as a whole.’’ Pirelli’s Natural Rubber Procurement and Sustainability Manager Ulrich Antoni shared the sentiment, ‘’It’s great to see that more and more GPSNR members have aligned their policies to the GPSNR Policy framework. With the coordinated and concerted effort of GPSNR and all members, the natural rubber industry is directing individual and joint actions towards our shared goals for a sustainable natural rubber future. Pirelli will continue to take a proactive role in the platform and cascade good practices throughout the supply chain, with the ultimate goal of having an impact at the farming level too.’’

The commitment from these tire makers and their active participation within GPSNR reflects on their intent towards implementation.  ‘’In cooperation with the GPSNR Secretariat and stakeholders, we will sincerely implement these policies through our business activities,’’ says Toyo Tires’ Mitch Tamaki. 

To make sure that companies have adequate support to implement these commitments, GPSNR is working on an implementation guidance document and baseline reporting requirements. These will help translate this commitment into implementation. 

‘’All GPSNR members are required to align with the policy framework, and it is heartening to see companies follow through with the process. We are expecting many others to follow suit in the next few weeks.’’ says GPSNR Platform Director Stefano Savi. ‘’The policies serve as a foundation for a structural transformation not just for one company or rubber plantation, but the industry as a whole.’’

The Start of Change in the Natural Rubber Supply Chain

In February 2022, the Global Platform for Sustainable Natural Rubber released its Theory of Change (ToC), a document which articulates how the platform aims to positively impact the supply chain and achieve its desired states.  As a representative of my company Michelin at the platform, I have been part of this intensive, fulfilling task for the last year.

While I had some previous experience with ToC frameworks for individual projects, this was the first time I was engaged in one at a multi stakeholder platform level. The major difference here, and one emblematic of the ‘GPSNR multi-stakeholder experience’, was that we needed to integrate as many perspectives and expertise as we could, from all of GPSNR’s working groups and member categories. After all, bringing this theory of change to life is a task that will eventually fall on every stakeholder represented in GPSNR. If we wanted a document that the platform could truly rally around, we needed a co-creation process built on inclusivity as well as accountability.

My fellow task team members Martin Hollands (BirdLife International) and James Laimos (Goodyear) can attest to the fact that the journey was hard work. Yet, over the two half-day platform workshops and numerous additional consultation sessions with working group chairs and interested members, the strength of the platform showed itself in the depth of insights provided during discussions, and in the rigor of the final document. I am confident we would not have arrived where we did without the unique mix of experiences and operating contexts that members had. As a representative of my organization, the exposure to a wide range of perspectives from all along the natural rubber value chain is also a valuable input to our own sustainability journey, alongside and in addition to GPSNR.

The most visible output of this work is this interactive web-document accessible on the GPSNR website. While it is an easy and simple introduction to our work, it is nonetheless a result of a rigorous and intensive process, which required the investment of many stakeholders (including many hours of hard deliberation by the task team!). This of course belies the question:

Does theory matter and was this time really worth it?

It’s a question the task team asked itself a number of times as well. However, my own journey in sustainability has taught me that while it is tempting to jump straight to action, issues on the ground are often more complex than they seem, and well-meaning actions can lead to unintended outcomes. We therefore not only need to know where we are going, but also need to map and understand the series of events or actions that will get us there. A theory of change exercise allows us to dig deep into the root causes of the current situation, leveraging on the experience and expertise we have across working groups and stakeholder categories to work on plans that tackle issues at their core.

Articulating the theory of change at this juncture in GPSNR’s journey also allows for a ‘stock take’ before the platform accelerates into implementation. The journey towards sustainability in the natural rubber supply chain is a complex one which requires a careful balance of environmental, social, and economic spheres. It also requires coordinating work on multiple action areas (i.e., the work of GPSNR’s many working groups) to make sure that our activities truly address identified root problems without any major gaps.

In fact, these conversations did end up identifying some gaps, and spurred us to explore solutions. For example, a member brought up the point that real impact across the world’s 6 million smallholders would mean that GPSNR would need some way to multiply its impact beyond farmers benefited through direct involvement in GPSNR or its capacity building programmes. Further conversation and the sharing of case studies from experiences in other commodities identified that a key intervention to tackle will be to empower networks of farmers that can promulgate good practices in, and beyond their communities.

As the world emerges from the aftermath of the pandemic and unprecedented supply chain disruptions, being clear on what we need to do to truly make an impact is more important than ever. I hope that interacting with GPSNR’s Theory of Change will give you a good idea of where we’re headed, and how we hope to get there!

The Road Ahead for GPSNR’s Working Groups

Strategy and Objectives Working Group

Moving forward, a key focus of the Strategy and Objectives Working Group is to look at increasing Working Group alignment within the Platform. Considering the interconnected nature of the work and the plan for Working Group-level Theories of Change, there is merit in bringing the Co-Chairs of Working Groups together to explore how to create better alignment. To this end, the Working Group is considering activities for the end of the year to build unity and alignment across all Working Groups.

The Working Group is also developing a procedure to assess external programs that are brought forward for GPSNR’s support, either by member organizations or by Working Groups. This process will involve evaluating the measurable Key Performance Indicators (KPIs) for the project and to what degree the project links to GPSNR’s Theory of Change. 

Under the Equity sub-Group, the Living Income Gap studies for Indonesia and Thailand are now underway following the award of the proposals to the selected bidders.  

Smallholder Representation Working Group

Prior to the General Assembly (GA), the Smallholder Representation Working Group had organised three international calls to prepare smallholders for the GA. A fourth international call will be held sometime mid-October. 

In the lead-up to this final international call, a round of national calls are being held with the help of the various Country Champions. During these national calls, smallholder members will be able to gather their thoughts around the GA, approved resolutions and Executive Committee election results, as well as to think collectively about the issues they would like to cover as a category during the international call, and, moving forward, the details of the engagement mechanism they wish to implement within the category.

Post-GA, the Smallholder Representation Working Group will explore how best to integrate members of the newest category into the various Working Groups. The Working Group is also looking at its exit strategy, having achieved the goals set out for it in its Terms of Reference document.   

‘Policy Toolbox’ Working Group

Following the approval of the proposed policy framework, a multi-stakeholder Technical Working Group will be set up to draft the Implementation Guidance for member companies. 

Concurrently, the Working Group will also develop a policy equivalent and implementation guidance for smallholder producers, and civil society.   

The Shared Responsibility Working Group, whose creation was approved by the Executive Committee, will be established to identify how the responsibilities and costs of implementing sustainable natural rubber initiatives can be more equitably distributed across stakeholder categories. It will help to inform the development of the Implementation Guidance, while bearing in mind that whatever requirements are defined for smallholder members, those members should not carry the burden of a higher cost to implement sustainability activities and comply with the Policy or Implementation Guidance to be developed.

‘Capacity Building’ Working Group

At the end of July 2020, the Capacity Building Working Group had presented finalized capacity building strategies for four selected countries, to the Executive Committee.

For its next steps, the Working Group will be developing implementation guidelines and an evaluation framework. This will be crucial in ensuring that the various capacity building activities are put in place in a concise and effective manner leading to the outcomes framed in GPSNR’s Theory of Change. The Working Group will continue to discuss the feasibility and find consensus on an approach that relates to carbon compensation schemes around natural rubber. 

Finally, the Working Group will also refine its group structure to better address the changing roles and responsibilities it now faces.

‘Traceability and Transparency’ Working Group

The Working Group has awarded the GIS Database and Mapping Tools study to the Zoological Society of London (ZSL), and the Traceability and Transparency Tools Comparison study to e-Audit Hong-Kong Limited (e-Audit). 

The studies are ongoing, and the Working Group will then use those studies to develop next steps as well as recommendations to the Executive Committee.

The Working Group will also be continuing conversations on risk-based approach methods to evaluating field-level legal, social and environmental risks.
