GPSNR Working Groups Update: September 2024

Assurance Model Task Force: As we approach the General Assembly in 2024 where the Assurance Model will be put up for voting, the taskforce is meeting regularly to discuss comments and incorporate comments from the second public consultation which is currently ongoing. This consultation focusses on feedback on Assessment Checklist, Assurance Protocol and Remediation Protocol, and will be accepting comments till 27 September 2024.  You can access the documents here and provide feedback here. 

 

Smallholders Representation and Capacity Building (SCB) Working Group: To operationalise projects with the funds collected from the Shared Investment Mechanism, the working group is setting up a project management subgroup to help in reviewing and monitoring projects under the SIM. The TOR is available here, and interested members should email cheewei@gpsrn.org by 11 October 2024. 

Additionally, Smallholders from all GPSNR member countries have nominated representatives for two positions following internal discussions within their countries: the Shared Investment Panel and the Project Management Subgroup. The final international voting is anticipated to conclude by the end of September 2024.

 

Shared Responsibility Working Group: The nominations for voting seats for the Shared Investment Panel are now open. Five voting seats will be allocated to manufacturers, while four voting seats will be reserved for non-manufacturers. To ensure equitable representation, each eligible member category will nominate one member to take up a voting seat.  All GPSNR member categories are currenting discussing this internally and will choose a nominee by October 2024. Please reach out to your EC representative for more details if you are not already in the discussions. 

Please note that nominees should ideally not submit capacity-building proposals this year, as they would need to recuse themselves from voting. If a category is unable to reach an agreement on a nominee, all seats will be opened for self-nominations from any member, regardless of category. In this case, the Executive Committee will vote to decide the final allocation of seats, which may result in multiple seats being held by members of the same category.

Call for Volunteers: Implementation Guidance/Reporting Requirements Stakeholder Category Focus Groups (Members Version)

Through a process led by the Policy Toolbox and Implementation Guidance Working Group (WG1), the General Assembly approved a Policy Framework in September 2020. The Framework outlines specific commitments to sustainable natural rubber that GPSNR company members must include in their public policies or other relevant documents.

The next step is for GPSNR to develop the Implementation Guidance and Reporting Requirements as they pertain to the specific commitments laid out in the GPSNR Policy Framework.  WG1 is engaging consultant(s) to develop the Implementation Guidance and Reporting Requirements. As the Implementation Guidance and Reporting Requirements will vary depending on where a member company sits within the natural rubber supply chain, input will be needed to develop these documents for the following stakeholder categories:  natural rubber producers/processors and traders, tire makers and other natural rubber product manufacturers, and auto makers and other end users.

GPSNR is creating focus groups for each of the three stakeholder categories to enable broader participation of members from each stakeholder group.  Members from other stakeholder groups are also encouraged to join the focus groups to help ensure a balanced dialogue.

Focus groups will work closely with the consultant(s) to ensure that the Implementation Guidance and Reporting Requirements are relevant to the respective stakeholder categories. Once these documents are finalized, they will be voted on at the next General Assembly.

GPSNR is now looking for volunteers to join the stakeholder category focus groups that will be consulted during the development of GPSNR’s Implementation Guidance. There are no limits to how many category members can join the focus groups. Members are encouraged to join at least one focus group.

Focus groups members are expected to take part in two calls with the consultant between March – June 2021. Members are also expected to review the proposed documents before and after the call (this should not take more than a few hours of time).

PRESS RELEASE: Natural Rubber players adopt policies committed to healthy ecosystems and human rights

Singapore, 24 September 2021: Apollo Tyres, Bridgestone, Continental Tires, Goodyear Tire and Rubber Company, Hankook Tire & Technology, Kumho Tires, Michelin, Nokian Tyres, Pirelli, Sumitomo Rubber Industries, the Toyo Tire Group and the Yokohama Rubber Co. Ltd. are the first companies to have adopted natural rubber policies that are fully aligned with the policy framework of the Global Platform for Sustainable Natural Rubber (GPSNR). 

As members of GPSNR, their policies include eight major components: commitment to legal compliance, healthy functioning ecosystems, respecting human rights, community livelihoods, increased production efficiency, supply chain assessment and traceability, monitoring & reporting and driving effective implementation of all these components. According to Sooil Lee, President and CEO of Hankook Tire & Technology, ‘’Together with our supply chain partners, these commitments will help improve the quality of life of the natural rubber cultivators, upgrade quality of natural rubber and minimize environmental impact.’’ 

For Michelin’s Natural Rubber Sustainability Manager Edouard De-Rostolan, ‘’the alignment of commitments among GPSNR members, particularly with regard to the risk-based approach and the continuous improvement model, is a key driver for the platform to fulfill its primary mission, which is to create impacts on the ground in order to enhance the sustainability of the industry as a whole.’’ Pirelli’s Natural Rubber Procurement and Sustainability Manager Ulrich Antoni shared the sentiment, ‘’It’s great to see that more and more GPSNR members have aligned their policies to the GPSNR Policy framework. With the coordinated and concerted effort of GPSNR and all members, the natural rubber industry is directing individual and joint actions towards our shared goals for a sustainable natural rubber future. Pirelli will continue to take a proactive role in the platform and cascade good practices throughout the supply chain, with the ultimate goal of having an impact at the farming level too.’’

The commitment from these tire makers and their active participation within GPSNR reflects on their intent towards implementation.  ‘’In cooperation with the GPSNR Secretariat and stakeholders, we will sincerely implement these policies through our business activities,’’ says Toyo Tires’ Mitch Tamaki. 

To make sure that companies have adequate support to implement these commitments, GPSNR is working on an implementation guidance document and baseline reporting requirements. These will help translate this commitment into implementation. 

‘’All GPSNR members are required to align with the policy framework, and it is heartening to see companies follow through with the process. We are expecting many others to follow suit in the next few weeks.’’ says GPSNR Platform Director Stefano Savi. ‘’The policies serve as a foundation for a structural transformation not just for one company or rubber plantation, but the industry as a whole.’’
