Here are all their updates from the last month:

Strategy and Objectives Working Group

After conducting a gap analysis of GPSNR’s current activities based on the platform’s Theory of Change, the strategy and objectives working group is working on a strategy to address the gaps found, which they will soon present to the Executive Committee. The gaps found include government engagement and the enhancing the enablers mentioned in the Theory of Change. You can read the Theory of Change here. At the same time, the risk sub working group continues to develop GPSNR’s approach to evaluating and mitigating risk.

Smallholder Representation Working Group

Having onboarded 23 new smallholders into the platform this month, the working group continues to build on other aspects of its scope, including planning workshops for Liberia, Ghana and Malaysia, developing country-specific smallholder engagement activities with smallholders and Country Champions and appointing a consultant to develop the smallholder policy equivalent.

Policy Toolbox Working Group

This group is continuing discussions among its three subgroups: Transparent reporting roadmap, Implementation Guidance and RR Guidance & Tools. In the coming months, they will finalise guidance for the reporting requirements and share it with members.

Capacity Building Working Group

The group is currently busy in the development of GPSNR’s knowledge sharing platform, which includes smallholder interviews, compiling and assessing responses of member surveys and holding focus group discussions in May 2022. At the same time, they are working on advancing Capacity Building plans for Indonesia, Thailand and Côte d’Ivoire. For capacity building efforts in Indonesia, the group has formed two Task Forces under the Indonesia Subgroup to advance Budwood Garden and Disease Fighting strategies.

Shared Responsibility Working Group

The Shared Responsibility has completed a draft of Shared Responsibility Framework and presented it to the membership at two member consultation webinars. Proposing National Strategies for Capacity Building

Following several rounds of further consultation amongst its members, the Capacity Building Working Group has finalized proposals for capacity building strategies for the four previously identified focus countries: Côte d’Ivoire, Indonesia, Myanmar and Thailand. Within each of these proposals, the Working Group has defined key strategic approaches to best allow for immediate engagement and implementation. 

Each proposal sets out the issues that have been identified as threatening the sustainable production of natural rubber, underlying causes for these issues, as well as a main objective. Within each proposal, the Working Group has suggested various strategic approaches, providing a rationale for chosen actions, and proposing impacts and resources required. While the Working Group recognizes that the issues do not represent the full list of challenges that stand in the way of national rubber production becoming sustainable, it highlights that the focus is on strategic approaches that allow for immediate engagement and implementation.

These proposals have been submitted to the Executive Committee for review and approval, while the Working Group concurrently addresses final concerns around the proposed strategy around a CO2 compensation scheme.   

Looking ahead, detailed implementation plans and timelines will have to be developed upon approval of the proposed strategies. These are issues that the Working Group will be exploring in the weeks to come.

Implementation Guidance/Reporting Requirements Stakeholder Category Focus Groups

Through a process led by the Policy Toolbox and Implementation Guidance Working Group (WG1), the General Assembly approved a Policy Framework in September 2020. The Framework outlines specific commitments to sustainable natural rubber that GPSNR company members must include in their public policies or other relevant documents.

The next step is for GPSNR to develop the Implementation Guidance and Reporting Requirements as they pertain to the specific commitments laid out in the GPSNR Policy Framework.  WG1 is engaging consultant(s) to develop the Implementation Guidance and Reporting Requirements. As the Implementation Guidance and Reporting Requirements will vary depending on where a member company sits within the natural rubber supply chain, input will be needed to develop these documents for the following stakeholder categories:  natural rubber producers/processors and traders, tire makers and other natural rubber product manufacturers, and auto makers and other end users.

GPSNR is creating focus groups for each of the three stakeholder categories to enable broader participation of members from each stakeholder group.  Members from other stakeholder groups are also encouraged to join the focus groups to help ensure a balanced dialogue.

Focus groups will work closely with the consultant(s) to ensure that the Implementation Guidance and Reporting Requirements are relevant to the respective stakeholder categories. Once these documents are finalized, they will be voted on at the next General Assembly.

GPSNR is now looking for volunteers to join the stakeholder category focus groups that will be consulted during the development of GPSNR’s Implementation Guidance. There are no limits to how many category members can join the focus groups. Members are encouraged to join at least one focus group.

The entire process is expected to conclude by June 2021.
