GPSNR Working Groups Update: May 2021

It’s been a busy few months for all the working groups! Here are some of their key updates.

Strategy and Objectives Working Group

In April 2021, the Strategy and Objectives working group completed a significant piece of work by finalising the Desired State Document. This month, the group has received ten key recommendations on equity from the Equity Sub-working group. 

These include integrating equity-centric Principles, Practices and Priorities across GPSNR’s procedures and work programs and recommending member companies to do the same. You can find all the recommendations here

These recommendations go beyond the work of the group itself and cover the role of equity in most GPSNR interventions. 

Proforest with Liza Murphy have also submitted the second draft of the Environmental Risk Assessment of Natural Rubber Production and Production and Processing to the group. 

Smallholder Representation Working Group 

Since August 2020, the smallholder onboarding process has been integrating smallholders into GPSNR’s structures and functions.  This month, the smallholder working group conducted a r satisfaction survey for the 28 smallholders within GPSNR to assess the successes and challenges of the smallholder onboarding process. 

Of the 28 smallholders at GPSNR, 16 responded to the survey. While structural issues like the digital divide, access to technology and language barriers are causes for concern in smallholder engagement, the survey results were encouraging. 

15 out of 16 smallholders responded positively on being asked if they better understood GPSNR’s aims after the onboarding process. They also offered plenty of constructive feedback to improve the onboarding experience for future members. These include improving communications and information sharing, clearer rules and organisational goals, and ways to enhance smallholder engagement on the platform.  However, the information that remains unclear for a majority of the respondents centers around the rules of membership and goals of the smallholder representation working group. These will be addressed in the new onboarding programmes that the working group is developing.

The group has also reached out to Thai farmer associations to recruit new members from Thailand, and is also preparing for a workshop to recruit smallholders in Cambodia. At the same time, the group continues to seek responses from the smallholders who haven’t yet completed the survey. 

Policy Toolbox Working Group 

After receiving some strong proposals for the development of guidance for the Compliance Panel operations, the Policy Toolbox working group is now reviewing these and will have a finalist in the coming few weeks. 

For context, GPSNR Statutes mandate the creation of an independent Compliance Panel to  ensure that members conform with Statutes, Code of Conduct, decisions, standards and processes, and make recommendations to the GPSNR Executive Committee. 

After an extensive selection process, the group has also chosen ZSL to work on the Reporting Requirements development as they have significant experience in similar projects. Simultaneously, they have completed the first round of focus group calls and surveys for the development of the implementation guidance. 

Capacity Building Working Group 

After presenting a funding mechanism of capacity building projects to the Executive Committee earlier this month, the Funding Taskforce in the Capacity Building working group has finalised the process and will be broadcasting it to all members in July 2021. 

This funding mechanism is a temporary measure which will support GPSNR’s capacity building initiatives while the larger funding model is finalised.

At the same time, the Good Agricultural Practices (GAP) taskforce has finalised GPSNR’s GAP principles. 

Traceability and Transparency Working Group

The group has put together a draft input on the Implementation Guidance from a traceability perspective this month. 

After conducting discussions on traceability and data requirements for GPSNR, this is also developing data collection and reporting standards together with the Policy Toolbox working group.

Shared Responsibility Working Group

Having finalised the Implementation Framework for Shared Responsibility, the group has finalised a first round discussion of the problem statements for the natural rubber supply chain. 

This has allowed the group to identify the causal pathways and root causes of the issues affecting shared responsibility investment, supply chain data transparency and reinforcing sustainable supply chains (key focus areas for the group). With this step completed, the group is now looking at proposing solutions for these issues that GPSNR can implement. This first draft of solutions will be soon shared with the different categories members for an initial informal consultation.

(CLOSED) Request for Proposal – GPSNR Compliance Panel Guidance (GPSNR-RFP-A02-014)

INTRODUCTION AND BACKGROUND

The Global Platform for Sustainable Natural Rubber is an international, multi-stakeholder, voluntary membership initiative committed to improving the socioeconomics and environmental performance of the natural rubber value chain.  Development of the GPSNR was initiated by the CEOs of the World Business Council for Sustainable Development (WBCSD) Tire Industry Project (TIP) in 2018.  Members of the platform include tire manufacturers, rubber suppliers and processors, vehicle makers and NGOs.  Representatives from each of these stakeholder groups have contributed to the development of the Singapore-based platform and the wide-reaching set of priorities that will define strategy and objectives.

The GPSNR Statutes mandate the creation of an independent Compliance Panel to review and ensure that Members meet GPSNR membership requirements in conformance with Statutes, Code of Conduct, decisions, standards and processes, and make recommendations to GPSNR Executive Committee. The Compliance Panel will administer decisions in line with relevant GPSNR procedures. The panel shall be composed of three external experts and will operate independently from the membership and Secretariat.

GPSNR is seeking a consultant to help define procedures and guidelines required for the transparent and impartial operations and activities of GPSNR Compliance Panel.

PHASE I: OBJECTIVES AND SCOPE OF WORK

Objectives: To review GPSNR Statutes and relevant procedures, and develop recommendations and propose options available for the structure, operations and verification protocols of the Compliance Panel. 

The current GPSNR membership statutes document stipulates the following: 

10. Compliance System and Compliance Panel. The Executive Committee shall establish a Compliance System to ensure that Members meet Platform membership requirements in conformance with the Platform’s Statutes, Code of Conduct, decisions, standards and processes. The operating procedures of the Compliance System shall be defined in terms of reference to be adopted by the Executive Committee, consistent with the following core provisions: 

a. The Compliance System shall be administered by the Secretariat. 

b. Recommendations and decisions under the Compliance System shall be made by a Compliance Panel. 

c. The Compliance Panel’s functions shall include the review of whether a Member (in the period after its admission) meets the requirements for membership. 

d. The Compliance Panel shall operate independently from the Executive Committee and General Assembly. 

e. The Compliance Panel shall be composed of an independent body of three external experts that meet on a regular basis. 

f. Experts shall be nominated by an Ordinary Member and elected by a decision of the General Assembly to serve a 3-year term. 

g. A Member of the Compliance Panel may be removed by a consensus decision of the Executive Committee with a clear justification available to members upon request. 

h. Members of the Compliance Panel shall be subject to a conflict of interest policy, as adopted by the Executive Committee. 

i. The Compliance System shall ensure that Members are afforded an opportunity to be heard and an opportunity to cure any findings of non-compliance, alleged by either the Compliance System or Grievance Mechanism. 

The consultant is expected to provide an outline of relevant existing compliance models, a comparison of options that GPSNR could consider, and justified recommendations based on: 

  • Review of other existing membership and/or compliance panel models  
  • Review of GPSNR Statutes and other relevant GPSNR documents  
  • Interviews with GPSNR members and relevant external stakeholders 
  • Other relevant expert advice and guidance 

Scope of Work:

GPSNR is seeking a consultant to recommend operational procedures and guidance for the GPSNR Compliance Panel, to include: 

  • Proposed roles and responsibilities of GPSNR Compliance Panel 
  • Suggested scope of the CP’s activities 
  • Recommended qualification requirements and selection protocols for Compliance Panel members; covering necessary relevant expertise, how to avoid conflict of interests, and procedures for the appointment and removal of Panel members  
  • Options for the structure of decision-making within the panel 
  • Proposed verification procedures by the panel to assess ongoing compliance of GPSNR members with membership requirements 
  • Procedure for issuing appropriate recommendations to ensure compliance of GPSNR members, based on the submitted results of the verification process.  
  • Options for GPSNR to deal with situations where members cannot demonstrate compliance with relevant membership requirements, including steps towards potential suspension or termination in cases of major or persistent noncompliance 
  • Suggestions for appeal procedures related to the decisions/recommendations of the GPSNR CP 
  • Procedure for recording and reporting of Compliance Panel decisions/recommendations  

PROPOSAL FORMAT AND CONTENTS

  • Description of past work that is relevant to this RFP. 
  • A workplan that outlines all key activities of the pilot study, cost for each and timeline for completion. 
  • A description of deliverables and indication of accessibility to GPSNR members and/or the public.  
  • A list of project team members with their roles in the project and associated qualifications. 

TERMS

The work shall begin by 21 May 2021 and the various phases shall be completed in accordance with the dates outlined in the timeline below:

BUDGET

Payment terms shall be: 

  • 20% at the signing of the contract 
  • 30% at the presentation of the first draft 
  • 50% upon delivery of the final recommendations. 

EVALUATION FACTORS

GPSNR will rate proposals based on the following factors, with cost being the most important factor: 

  1. Responsiveness to the requirements set forth in this Request for Proposal; 
  2. Relevant past performance/experience; 
  3. Samples of work; 
  4. Cost, including an assessment of total cost of ownership; 
  5. Technical expertise/experience of bidder and bidder’s staff. 

GPSNR reserves the right to award to the bidder that presents the best value to GPSNR as determined solely by GPSNR in its absolute discretion.

Strategy and Objectives Working Group

The S&O Working Group has received inputs to the platform Theory of Change from the Smallholders Representation, Capacity Building, and Traceability and Transparency Working Groups. A task team from the S&O Working Group will now work to synthesize these different contributions into a single document. This compiled Theory of Change template will then be developed into the platform Theory of Change through a workshop which will involve representatives from all the working groups.

The Equity Sub-Working Group completed a summary of the Living Income studies that the platform commissioned in 2021 and presented the summary through a webinar. The Equity Sub-Working Group will now work to develop recommendations on how GPSNR can address priority risks and boost equity in the value chain.

‘Policy Toolbox’ Working Group

The Policy Toolbox Working Group has selected a combined consultant team of Proforest and Are We There Yet to lead the development of the Implementation Guidance for GPSNR. The development is expected to be a consultative process that concludes with a set of draft guidance that will be ready by July 2021.

To facilitate consultation on the Implementation Guidance, the Working Group will set up category-specific focus groups that members are encouraged to join. The focus groups will meet twice to review the draft guidance and provide feedback and inputs to improve the document. Each focus group is only expected to meet twice and members are only required to spend a few hours before each meeting reviewing the draft documents. The focus groups will be set up in the following manner:

In line with the assessment of policy documents against the policy framework, the Secretariat has collated company policy documents that were submitted and will proceed to review the policy documents submitted for review. The Secretariat has received responses from all 29 ordinary member companies that were required to submit documents and will spend the next month assessing the submissions.

‘Capacity Building’ Working Group

The Capacity Building Working Group has created three separate task forces that will work on working group tasks. The first task force will focus on developing mechanisms to measure impacts of capacity building activities, the second task force will develop a strategy to attract and recognize GPSNR members’ funding of capacity building activities, and the final task force will develop systems to ensure that the national sub-groups tasked with implementing capacity building activities in each country remain aligned with the broader working group. In addition to the Good Agricultural Practices Task Force, the Working Group now has four Task Forces that will work to deliver on their tasks in the coming months.

‘Traceability and Transparency’ Working Group

The Traceability and Transparency Working Group will continue to meet in its sub-groups to develop recommendations on minimum benchmarks for traceability tools and data sharing in the platform. With the submission of the Working Group’s input to the Theory of Change, the Working Group is pleased to announce that its first sub-group has completed the assigned tasking and will no longer meet.

Continuing the Conversation with GPSNR Topic Talks – The Sumatran Rubber Pilot

The GPSNR Topic Talks webinar series is organised by the GPSNR Secretariat and presented by GPSNR members. The webinars cover several themes around sustainability and the global natural rubber supply chain.

The Topic Talks series continued on the 17th of March with Dr. Michael Steuwe from WWF US and Gerald Tan from HeveaConnect presenting on the Sumatran Rubber Pilot.

The Sumatran Rubber Pilot (SRP) is a voluntary, self-financed collaboration of rubber supply chain players and technical experts interested to facilitate the production and trade of transparent and sustainable natural rubber. The participating processing mills, tire makers, civil society organisations, technology providers and financial institutions have three major objectives:

  • Demonstrate how rubber’s downstream can work together to make its upstream more sustainable.
  • Identify, test, evaluate, and report on what it takes to achieve, and how to pay for transparent sustainable natural rubber supply chains.
  • Develop “Proof of Concept” approaches from and for GPSNR discussions on policy requirements and implementation, transparency and traceability, capacity building, and shared responsibility.

Within a few months of the project launch in July 2020, SRP’s four rubber processing factories, managed by the Halcyon Agri and ITOCHU groups, had traced up to 1 year of rubber supplies to the village and/or sub-district of origin based on self-declarations by their supplying dealers. These approximate origins of the rubber sources were filtered through WWF Indonesia’s new environmental risk assessment and management tool which identifies High Conservation Value Areas and High Carbon Stock Forest for the whole island of Sumatra. The results allow processors and their respective downstream supply chains to focus their sustainability work with farmers on priority areas.

The SRP partners are enhancing dealer self-declarations with digital apps such as CropIn and Hamurni to assess farms’ potential environmental, social, equity, labour and legal issues accurately and to address them.

As GPSNR adopts principles and criteria for what constitutes transparent and sustainable rubber, the risk assessment algorithms will be adapted to flag compliant rubber accordingly. This is increasingly important for rubber’s downstream as companies’ Environmental, Social, Governance (ESG) impacts are becoming key evaluation criteria for investors and financiers who will demand the disclosure of the relevant information. In a parallel development, new supply chain laws will require major companies like the world’s car and tire makers to be responsible for the environmental and social impacts of their supply chains. The collection and analysis of detailed data on upstream supply chains will have to become an essential part of doing business and SRP partners are working to respond appropriately to these changes.

While continuing to focus on increasing the resolution of tracing rubber to its origin and collecting the respective data, SRP will now begin finding ways to best address the social, equity, labour, and legal issues that may have come up in supply chain assessments. 

The SRP is a voluntary, open and flexible platform of like minded partners interested in testing a diversity of approaches to achieve supply chain transparency and sustainability, and welcomes interested rubber supply chain actors to reach out and discuss how they might join the collaboration. GPSNR members interested in participating in the SRP should reach out to the GPSNR Secretariat to get involved in the project.

Continuing the Conversation with GPSNR Topic Talks – The Sumatran Rubber Pilot

The GPSNR Topic Talks webinar series is organised by the GPSNR Secretariat and presented by GPSNR members. The webinars cover several themes around sustainability and the global natural rubber supply chain.

(CLOSED) Request for Proposal GPSNR REPORTING REQUIREMENTS (GPSNR-RFP-A02-013)

Introduction & Background

The Global Platform for Sustainable Natural Rubber (GPSNR), is an international, multi-Stakeholder, voluntary membership initiative seeking to lead improvements in the socioeconomic and environmental performance of the natural rubber value chain. Development of the GPSNR was initiated by the CEOs of the World Business Council for Sustainable Development (WBCSD) Tire Industry Project (TIP) in 2018. Members of the platform include tire manufacturers, rubber suppliers and processors, vehicle makers, smallholder rubber growers, and NGOs. Representatives from each of these stakeholder groups have contributed to the development of the Singapore-based platform and the wide-reaching set of priorities that will define GPSNR strategies and objectives.

Through a process led by the Policy Toolbox and Implementation Guidance Working Group (WG1), the General Assembly approved a Policy Framework in September 2020 that outlines the specific commitments to sustainable natural rubber that GPSNR company members must include in their public policies or other relevant documents.  GPSNR ordinary member companies are required to create new or update existing policies to align with the Policy Framework by March 2021 (companies will have a possibility to request an extension provided they can demonstrate progress in developing or updating their policies).  A process is currently underway to develop Implementation Guidance for companies to deliver on their commitments as outlined in the Policy Framework.  Reporting Requirements (RRs) are also to be developed as part of the GPSNR assurance model (currently in draft form).  The RRs will vary depending on where a member company sits within the natural rubber supply chain, so this work will be organized by the following stakeholder categories:  1) natural rubber producers, processors and traders (this stakeholder category will develop RRs for growers, traders of raw materials, processors, traders of processed material) 2) tire makers and other natural rubber product manufacturers; and 3) auto makers and other end users. 

GPSNR seeks a fixed-term consultancy to facilitate the development of the RRs per the stakeholder category.  In 2020, WG1 drafted Baseline Reporting Requirements (BRRs) that were intended to offer a framework for companies to evaluate where they were on their sustainability journey.   Following on feedback from the Executive Committee (EC) in early 2021, the WG decided that the BRRs, with specific modifications, could be converted to become the first year RRs.  A necessary next step is to align the BRRs with other global reporting schemes that members report into, such as ZSL Spott, Global Reporting Initiative (GRI), CDP Forests, and Ecovadis.  The consultant will identify where GPSNR requirements are similar and will align wherever possible.  The Consultant will also specify the connection between specific reporting metrics and specific components of the policy framework.  The Consultant will work with the appropriate focus groups to further incorporate member feedback into the design of the RRs for each stakeholder category.  The consultant will also coordinate with the consultant(s) hired to facilitate the development of the Implementation Guidance to ensure alignment among the Implementation Guidance and RRs.

Once the focus groups approve the RRs, they will go to the broader WG1 for approval, then on to the EC for review/approval, and the General Assembly will vote to adopt the RRs in September 2021.

The Engagement

The Consultant is to develop draft RRs based on the Policy Framework, GPSNR BRRs and Implementation Guidance and through the review of existing reporting schemes (e.g., ZSL Spott, CDP Forests, GRI, Ecovadis) in an effort to seek alignment.

The Consultant will facilitate engagement with specific focus groups and the broader WG1 to further develop the RRs for the following categories:

  • Growers
  • Traders of raw material
  • Processors
  • Traders of processed material
  • Tire makers and other rubber product manufacturers, and
  • Car makers and other end users.

Terms

  • The engagement shall begin 22 March 2021 and the deliverables shall be delivered in their final form no later than 15 June 2021
    • Interim dates for draft submission and review shall be developed and mutually agreed upon with the Secretariat and WG1 Co-chairs at the time of the engagement.

  • The Consultant shall review relevant GPSNR documents (e.g, Policy Framework, draft assurance model design, BRRs, etc.) and conduct a series of interviews with members and other stakeholders to fill any information gaps and to develop a strong understanding of the priorities and needs of the Natural Rubber Industry and Supply Chain members.  This shall, of course, include examination of the opinions and realities of the smallholder growers as well as larger entities.

  • The consultant should have deep understanding and documented experience in:
    • Understanding of sustainability reporting initiatives, particularly those for other deforestation-risk commodities
    • Understanding of the natural rubber industry or other similar forest commodities
    • Understanding of multi-stakeholder initiatives for sustainability
    • Understanding of antitrust regulations and its relevance vis a vis multi stakeholder initiatives
    • Group facilitation/consultation processes

Tasks

  • Review GPSNR Policy Framework, Baseline Reporting Requirements and key sustainability reporting schemes to inform development of Reporting Requirements for each of the six stakeholder categories.
  • Facilitate consultation processes with relevant stakeholder focus groups to further flesh out Reporting Requirements.
  • Regular contact and updating of both the broader Working Group and its Co-chairs and the Secretariat will be required.

Necessary Competencies

GPSNR will award a contract to a consultant based on:

  1. The applicant’s level of experience and proven depth of knowledge on relevant sustainability frameworks/reporting schemes
  2. Value for money
  3. The Secretariat’s and Working Group Co-chairs’ assessment of the viability of the consultant’s ability to complete the deliverables to a high standard.

Submission Guidelines & Requirements

The following submission guidelines & requirements apply to this Request for Proposal:

  1. Proposals will only be accepted from individuals or firms with experience relevant to this project.
  2. Examples of previous relevant work should be provided as well
  3. A technical proposal must be provided that is not more than 3 pages. This technical proposal must provide an overview of the proposed solution as well as resumes of all key personnel performing the work. In addition, the technical proposal should provide a proposed schedule and milestones, as applicable.
  4. A price proposal must be provided that is not more than 1 page. This price proposal should indicate the overall fixed price for the project as well as daily rates and an estimated total number of days.
  5. Proposals must be signed by a representative that is authorized to commit bidder’s company.
  6. Proposals must be received prior to 12 March 2021 to be considered. Proposals should be submitted to aidan@gpsnr.org and stefano.savi@gpsnr.org for consideration.
  7. GPSNR anticipates shortlisting at least two individuals or firms with which to have more in-depth discussions and will make an award to one of these short-listed individuals or firms.

  9. GPSNR reserves the right to amend the scope of this RFP in order to get the most suitable consultant.

Budget

The Platform is anticipating that a total budget of no more than 10,000 Singapore Dollars (SGD) be allocated to this engagement.    
Payment terms shall be:

  • 20% at the signing of the contract
  • 30% at the midpoint date to be agreed upon and memorialized in the contract based on the submitted work plan
  • 50% on delivery of the final report

Evaluation Factors

GPSNR will rate proposals based on the following factors:

  1. Responsiveness to the requirements set forth in this Request for Proposals
  2. Relevant past performance / experience and / or any samples of past work
  3. Cost, including an assessment of total cost of ownership.
  4. Technical expertise/experience of bidder and the bidder’s staff

GPSNR reserves the right to award to the bidder that presents the best value to GPSNR as determined solely by GPSNR in its absolute discretion.
