A couple of months ago, RubberWay was proud to introduce its contributions to sustainable natural rubber to members of GPSNR.
Data obtained through RubberWay contributes to helping users meet the GPSNR Reporting Requirements. A crosswalk analysis done by the RubberWay team showed that it provides 89% coverage of the 37 GPSNR Policy Components, of which 18 Policy Components are directly satisfied by RubberWay while 15 are partially contributed to.
RubberWay meets 33 out of 37 GPSNR Policy Components through direct and indirect contributions.
The webinar hosted by GPSNR gave RubberWay the chance to provide an overview of its solution from the perspective of both tire makers and processors.
The sharing by tire makers highlighted the motivations for their participation in RubberWay and the ways in which RubberWay’s results have enabled them to engage in efforts on the ground.
Similarly, natural rubber processors are able to apply data from RubberWay to implement field actions while also using the tool as a channel to facilitate communication directly with smallholders.
Users are able to utilise data generated through RubberWay to inform risk mitigation measures. RubberWay also provides its users with a channel for supplier engagement.

ABOUT RUBBERWAY
RubberWay is a digital risk mapping solution that helps upstream actors to detect environmental and social risks across the natural rubber supply chain. Risk data obtained through RubberWay generates actionable insights for users like tire makers and processors to drive change towards sustainability within the industry.
With over 50,000 questionnaires completed to date, the RubberWay dataset is set to increase with growing participation of users, enabling expansive reporting of sustainability risks across sourcing countries globally.
The Global Platform for Sustainable Natural Rubber (GPSNR) is an international multi-stakeholder, voluntary membership initiative seeking to lead improvements in the socioeconomic and environmental performance of the natural rubber value chain. Members of the platform include tire manufacturers, rubber producers and processors, vehicle makers, NGOs, and smallholder natural rubber producers.
As of June 2022, GPSNR has 135 smallholder members from 10 countries. Smallholder members on the Platform have consistently advocated for the Platform to implement initiatives on agroforestry and were a catalyst for GPSNR’s commitment on agroforestry announced at COP26 in Glasgow[1].
To advance engagement with smallholders on agroforestry, GPSNR is seeking to hire a consultant to develop coaching materials on rubber agroforestry systems, and to conduct a pilot series of “Introduction to Agroforestry” workshops for smallholders in two to three countries in 2022.
Proposed programmes should be implemented in line with GPSNR environmental and social commitments and values, based on the GPSNR Policy Framework[2].
To collate and prepare global, country, and region-specific peer-reviewed evidence and best-practice materials on agroforestry for natural rubber systems
Content on environmental, economic feasibility of rubber agroforestry systems
Where feasible, collated material to be disseminated to GPSNR smallholder members and their communities even where workshops are not planned for in 2022
Materials would be translated by GPSNR under a separate budget
To conduct pilot workshops for GPSNR smallholder members and their communities, including active integration of women, youth, and minority representation, to introduce agroforestry concepts and practices, and provide guidance and answers for the following questions:
What is possible to grow in your region or specific location, and how can this be achieved? Possible considerations include:
Appropriate farm design
Cultivation practices
Cost estimation
What is the market availability, demand, and potential economic/financial model and value chain of recommended crops, or of particular products, in your region?
How can agroforestry investments benefit smallholders economically, environmentally, and socially?
Deliverables
GPSNR has identified the following countries where materials, and workshops, should be prioritised in 2022:
Cambodia: strong enthusiasm from smallholders, NGOs, and other partners to organise and kickstart agroforestry in the country, where little to none have been implemented at present
Indonesia: agroforestry possibilities and practices would vary widely across the country’s major rubber-producing regions; there is strong interest from smallholders as well; critical to blend or merge more traditional concepts such as jungle rubber with evidenced-based and structured forms of agroforestry
Thailand: a well-organised and budding agroforestry movement is taking root especially in southern Thailand (termed “sustainable natural rubber” by smallholders and the Rubber Authority of Thailand); workshops could further provide a boost to smallholders in the region and country
Next tier of countries: Cote d’Ivoire, Vietnam, Sri Lanka, Myanmar
The consultant may propose other priority countries in their proposal and justify their choice of countries based on metrics of their own construction.
The proposal should include key details such as the following:
Methodology of content and curriculum development
Proposed teaching or coaching pedagogy and approach for the workshops
List of local partners or experts, if any, that could be engaged for the workshops
Target number of smallholders in each country
Future Plans
In addition to the pilot series of workshops in 2022 in at least two countries, the consultant should present an outline to consider how the series of pilot “Introduction to Agroforestry Workshops” can be expanded (in terms of countries, content, level of engagement etc.) beyond 2022.

GPSNR, through the GPSNR Capacity Building Working Group (Indonesia National Subgroup), is seeking hire a consultant to assess and recommend suitable locations and nursery operators to receive certified planting materials (to be delivered by GPSNR).
Certified planting materials will be distributed to the selected service provider in January 2023, for planting and distribution to smallholders by September 2023.

There are approximately 2.25M smallholders in Indonesia, representing 83% of national natural rubber production (3.6 M tonnes). Smallholders cultivate less than 2 ha of land with an average yield of slightly below 1 ton/ha, as compared to state and private commercial plantations achieving 1.4 ton/ha and 1.5 ton/ha respectively.
Indonesia’s average rubber yield is significantly lower than neighbouring countries in Southeast Asia; such low yield is due to low-quality clones, limited knowledge of Good Agricultural Practices (GAP) and aging trees.
Most rubber trees in Indonesia were planted from 1978-1991 through several government schemes. Given that rubber trees only have a 25-year productive lifespan, with steeply declining yields thereafter, almost all rubber trees planted under these schemes have passed their peak production. Whilst there is no formal data available on tree aging in Indonesia, the Ministry of Agriculture estimates around 600,000 – 700,000 ha of natural rubber plantations need rejuvenation. Replanting should ideally occur on about 4% of plantations annually to ensure a stable output. Yet, it is estimated that between 2010 and 2017 replanting of only 1.3% was undertaken.
Using the right clone makes a tremendous difference in a rubber tree’s lifetime yields. The productivity of rubber clonal and seedling-derived plants is almost 3 x lower than for certified clones. Across the region, only 5% of farmers received their seedlings through a government programme. Certified nurseries are only located in provincial and district capital cities resulting in limited access to high-yielding planting materials for remote smallholders.
Additionally, poor tapping techniques are another major cause of low yields and can decrease the productive life of trees by up to 50%. It is estimated that an average smallholder with 1.5 ha of rubber will earn 57% less than the Indonesian minimum wage.
Five provinces contribute 66.5% of national production: South Sumatra, North Sumatra, Jambi, Riau, and West Kalimantan. South Sumatra province is Indonesia’s largest and most productive area. Its natural rubber area is almost 23% of the total national productive area and smallholders’ plantations take up 98.5% of this area. The productivity of smallholders in South Sumatra is the highest among smallholder areas in Indonesia, producing 1.3 ton/ha, and more likely to have received GAP training. In 2019 the government announced a replanting plan for 2019 – 2027, with a focus on South Sumatra (92,600 ha), South Kalimantan (76,550 ha) and Jambi (69,900 ha). However, this plan has no large-scale lending programme associated with it and is to be executed by local governments and has not yet been implemented. Demand for replanting is strongest in Jambi, where 40% of farmers are willing to undertake replanting. Demand is lowest in West Kalimantan, where only 1 farmer out of 79 was contemplating. Most likely the demand in Jambi is due to peak planting being undertaken in 1995 – 2005 and the majority of the trees are approaching their maximum productive age, and Jambi farmers are more aware of the importance of good quality clones and their impact on yield – they also have the highest rate of nursery clone purchase – and have suffered less from disease.

Nursery Operators
Assess detailed business models of existing nursery operators and projects that outline the long-term environmental, financial, operational and social sustainability of the proposed budwood garden under their management. This should include, but is not limited to, the following:
Operational, staff, and maintenance costs of the budwood garden
Method of distribution of planting materials to smallholders
Selling price of planting materials to smallholders, e.g., Recommended Retail Price (RRP)
Other key business plan considerations
Based on the consultant’s recommendations and decision by the GPSNR Capacity Building Working Group, the identified nursery operator will be expected to enter into a Contractual Agreement with GPSNR to ensure geographic and financial accessibility for smallholders to receive the planting materials.
Logistics
The consultant should manage logistics such as the safe transportation of the clonal materials from the source (to be determined by GPSNR) to identified nursery operators
Technical Training and Verification
The consultant should work closely with the identified nursery operator to ensure that the clonal materials are correctly managed. This includes the following:
Conducting essential training and supervision on the grafting process for the identified operators
Supervision to ensure proper grating procedures is adhered to
Manage the necessary technical verification, i.e., validation of the quality of the established budwood garden
All of the consultant’s activities are to operate in line with principles and values set forth in the GPSNR Policy Framework3 such as commitment to environmental protection and sustainability, zero deforestation, community engagement and FPIC etc.
The consultant may also be expected to work closely with the GPSNR Capacity Building Working Group (Indonesia National Subgroup) to fine-tuned or further augment the clone selection and delivery timelines.

The working group has made some significant progress this month on its work around risk simply by bringing so many members together in a room! Apart from this, their priorities for the next phase have been finalised and include the assurance model, a strategy for government engagement and a risk assessment framework.
Smallholder Representation Working Group
After successful workshops in Ghana and Liberia earlier this month, the group is now focusing on reviewing the structure of smallholder membership on the Platform, and developing plans for the pilot agroforestry workshops for smallholders.
Policy Toolbox Working Group
This group is inviting members feedback on the transparent reporting roadmap, which you can take a look at here. Once feedback is incorporated into the roadmap, it will be presented to the Executive Committee as a resolution ahead of the 2022 General Assembly. They are also finalising the reporting guidance for all member categories, and developed implementation guidance for manufacturers and end user categories. Currently, their long yet important to-do also includes finalising the compliance panel operational guidance.
Capacity Building Working Group
The group has kicked off GPSNRs first capacity building project on the ground in Indonesia with Koltiva (funded by Pirelli and Goodyear), for which you can expect updates soon! As a continuation of their work from last month, they remain busy with the development of the Knowledge Sharing Platform and technical analysis of other IT platforms, and will release updates on more capacity building projects in June!
Shared Responsibility Working Group
The Shared Responsibility working group has received EC approval for the resolution on the Shared Responsibility framework! They will soon be submitting the finalised resolution, and operationalising next steps based on the framework.

Diseases are a major threat to rubber trees, with 80 – 90% of farmers experiencing tree diseases in 2019 in West Kalimantan and South Sumatra, and 60% in Jambi. When disease (pink and white root rot) attacks trees, the trees should be cut down, leaving not even the stem in the ground, to minimise infection of other trees. A new rubber leaf fall disease is spreading in Sumatra and Kalimantan. This disease causes leaf fall more than twice a year and reduces annual yield by up to 40%. The treatment for this disease is expensive and is often not implemented by smallholders.

In line with the GPSNR Policy Framework, the GPSNR Secretariat has prepared guidance on the Policy Evaluation Procedure to support members in aligning their corporate policies with the GPSNR Policy Framework.
GPSNR Smallholders Policy Equivalent for Smallholder Members
As of March 2022, GPSNR currently has 112 smallholder members across 10 countries: Brazil, Cambodia, Ghana, India, Indonesia, Ivory Coast, Myanmar, Sri Lanka, Thailand, and Vietnam.
While this represents a small percentage of the millions of smallholder producers globally, GPSNR is committed to developing the mechanisms, tools, and processes to support smallholders globally in adopting best practices for natural rubber production in terms of economic, environmental and social outcomes.

GPSNR has outlined four project stages as part of the Comprehensive Disease Fighting Approach. Note: All available and collated information through this project will compiled, analysed and integrated with existing literature, to further contribute to developing a full inventory of natural rubber disease in Indonesia and globally.
Stage 1: On-site inspection for diseases on a regional basis
Expected length of time: 3-4 months
Objective: To carry out on-location inspections for presence of diseases in key rubber producing regions in Indonesia
The consultant should put forth recommendations
Key evaluation metrics:
Inspections should be carried out by accredited technical experts on rubber diseases in Indonesia
The proposal should clearly state intended regions for inspections and justify these selections. A minimum of four major natural rubber producing regions should be presented.
Inspections should define and document the following (non-exhaustive) list of key parameters and findings:
Regions and locations (GPS-data; statistically randomised sample of locations)
Affected area sizes and hectares inspected, as well as a map of healthy locations
Map of rubber growing regions; randomly sampled process of disease mapping and areas inspected
Number of smallholders affected
Photos (high quality) and other visual evidence of diseases
In general, all diseases reported by the interviewed farmers should be properly documented (location, phenomena, season of occurrence, photos …). Specific attention should be given to the occurrence/symptoms of the following diseases (Type of diseases, e.g.,):
White root disease (e.g., rigidoporus microporus fungus)
Leaf disease (Pestalotiopsis)
Fusarium
Tapping panel dryness (TPD)
Colletotrichum
Animal / insect / pest issues
All other forms of diseases / issues to be documented
Screen for emergent threats or new disease developments
History of site (e.g., past crop activities)
Clone types inspected
Interactions, if any, between natural rubber and other crops such as palm oil
Other details to be included by the bidder

Documentation and public sharing
The overall findings of Stage 1 are expected to be documented in a formal report or detailed presentation. This will be shared with GPSNR and made publicly available, and also shared actively within the natural rubber eco-system in Indonesia (and other countries).
The inspection team could also be invited to share the results through a GPSNR members-only or public webinar
The formal report or detailed presentation is expected to serve as a living document that will be continuously open for updates and further inputs beyond the timeline of this project
Further Stages of this project
The overall findings of Stage 1 will also shape the subsequent Stages of this project, with more details outlined below.
Stage 2: Pilot Rapid Response Mechanism for Disease Fighting
Expected length of time: To begin development concurrently with Stage 1 (Inspection), and to be in operation within 3-4 months of project starting, until project end (November 2023)
Objective: To conceptualise and implement a pilot mechanism for smallholders to reach out to disease experts for technical advice on diseases, and to allow rapid response by experts if a situation warrants
Key evaluation metrics:
To establish pilot channels (such as call or digital “hotlines”) for smallholders to reach out to disease experts. This could be in any of the following (non-exhaustive) forms:

Outline operational and maintenance needs for the communication channel such as the following (non-exhaustive):

The “hotline” mechanism, in a form proposed by the bidder, should be in operation within 3-4 months of the project starting, and be evaluated under the following criteria:
Uptake and usage by smallholders (to be documented on a regional basis)
Operational and maintenance costs
Effectiveness in addressing or responding to smallholder queries
Effectiveness in identifying vulnerable regions
Stage 3: Develop and Distribute Materials on Disease Fighting
Expected length of time: To begin development concurrently with Stage 1 (Inspection), and to be ready for distribution to smallholder communities within 3-4 months of project start
Objective: To develop and distribute disease fighting materials to smallholder communities, including information relating to the Rapid Response “hotline” mechanism to be developed in Stage 2
Key evaluation metrics:
Outline proposed content for the materials
Outline proposed format of the materials (e.g., video, leaflets, brochures, poster infographics etc.)
Outline intended manner of distribution to smallholders and their communities, including specific locations and local partners who could help with distribution (if any)
Note: as technical experts on diseases and experts on smallholder interactions in Indonesia, the selected bidder is expected to be in-charge of the content and distribution of the materials
GPSNR may separately tender for a graphic designer to work with the bidder to format content into visually effective materials
Expected outputs
Materials to be shared in physical or communal venues where smallholders convene on a regular basis
Stage 4: Disease Fighting Coaching
Expected length of time: To begin after Stage 1 (Inspection) is completed, and to be planned based on the findings of Stage 1 (Inspection) and tailored toward ongoing inputs received through Stage 2 (Rapid Response “hotline”)
Objective: To conduct on-site training for smallholders on disease treatment and prevention
Key evaluation metrics:
Outline coaching plans for the following scenarios, based on the results of Stage 1 (Inspection) and Stage 2 (Rapid Response “hotline”)
Scenario A: coaching plan for high evidence of disease outbreak in one or more regions
Scenario B: coaching plan for low-to-no evidence of disease outbreak in one or more regions
Outline intended number of train-the-trainer sessions depending on Scenarios A and B
Outline plan for demonstration plots based on location-specific diseases, or case-studies
Outline plan to provide, safeguard, and instruct smallholders on using approved materials, tools (e.g., approved agrichemicals; reference sources to procure such materials) for prevention and treatment purposes

The GPSNR Capacity Building Working Group (Indonesia National Subgroup) may prioritise funding for specific regions based on relative productivity, coverage of existing coaching services, socio-economic needs, or other considerations.
Service providers are also expected to operate in line with principles and values set forth in the GPSNR Policy Framework3such as commitment to environmental protection and sustainability, zero deforestation, community engagement and FPIC etc.
The selected service providermay also be expected to work closely with the GPSNR Capacity Building Working Group (Indonesia National Subgroup) to fine-tuned or further augment the clone selection and delivery timelines.

6. Budget
The Platform is anticipating that the total budget of no more than 220,000 EUR be allocated to the Four Stages of the project. The approximate expected breakdown for each Stage is as such:
Stage 1 and 2: 120,000 EUR
Stage 3: 50,000 EUR (sum inclusive of graphic designing of visuals for smallholder communities)
Stage 4: 50,000 EUR
Bidders should propose budget allocations for each Stage as they deem suitable.
Payment terms shall be proposed by the bidder and discussed with GPSNR, in line with each Stage of the project.

After conducting a gap analysis of GPSNR’s current activities based on the platform’s Theory of Change, the strategy and objectives working group is working on a strategy to address the gaps found, which they will soon present to the Executive Committee. The gaps found include government engagement and the enhancing the enablers mentioned in the Theory of Change. You can read the Theory of Change here. At the same time, the risk sub working group continues to develop GPSNR’s approach to evaluating and mitigating risk.
Smallholder Representation Working Group
Having onboarded 23 new smallholders into the platform this month, the working group continues to build on other aspects of its scope, including planning workshops for Liberia, Ghana and Malaysia, developing country-specific smallholder engagement activities with smallholders and Country Champions and appointing a consultant to develop the smallholder policy equivalent.
Policy Toolbox Working Group
This group is continuing discussions among its three subgroups: Transparent reporting roadmap, Implementation Guidance and RR Guidance & Tools. In the coming months, they will finalise guidance for the reporting requirements and share it with members.
Capacity Building Working Group
The group is currently busy in the development of GPSNR’s knowledge sharing platform, which includes smallholder interviews, compiling and assessing responses of member surveys and holding focus group discussions in May 2022. At the same time, they are working on advancing Capacity Building plans for Indonesia, Thailand and Côte d’Ivoire. For capacity building efforts in Indonesia, the group has formed two Task Forces under the Indonesia Subgroup to advance Budwood Garden and Disease Fighting strategies.
Shared Responsibility Working Group
The Shared Responsibility has completed a draft of Shared Responsibility Framework and presented it to the membership at two member consultation webinars. Strategy and Objectives Working Group
The group has made good progress by establishing the new risk task force that will evaluate the exact scope of GPSNR’s risk based approach. It has also got its new Terms of Reference approved by the Executive Committee, and is now working on contracting a consultant for the Economic Risk Study and conducting a gap analysis of GPSNR’s current activities based on the platform’s Theory of Change.
Smallholder Representation Working Group
Having published the RFP to develop the GPSNR Smallholders Policy Framework equivalent, the group is focussing on the first Smallholders International Call of the year in March 2022, workshops in Liberia and Malaysia, and on developing country-specific smallholder engagement activities with smallholders and Country Champions.
Policy Toolbox Working Group
This group is continuing discussions among its three new subgroups: Transparent reporting roadmap, Implementation Guidance and RR Guidance & Tools. In the coming months, they will finalize guidance for the reporting requirements and share it with companies
At the same time, they are working with the smallholder representation working group on the Smallholder Policy Framework equivalent.
Capacity Building Working Group
After publishing the GAPs as living documents in English and Bahasa and selecting SNV-Proforest and Koltiva as consultants to work on the GAPs coaching in Indonesia, the working group continues to develop capacity building plans for Indonesia, Thailand and Ivory Coast.

Traceability and Transparency Working Group
Having finalized the traceability and transparency primer, the WG will wind down its operations.
Shared Responsibility Working Group
The Shared Responsibility has completed a review of the Shared Responsibility Framework, incorporating feedback from the Executive Committee. The Working Group will present an updated proposal to the EC as the next step, with a view to prepare a resolution at the 2022 General Assembly.
At GPSNR, we bring together companies, smallholders, academia and civil society to transform the natural rubber supply chain into a sustainable, equitable and fair one.
Even though it was launched just in 2018, more than 50% of the world’s natural rubber demand already finds membership in GPSNR. This is only a small reflection of the amount of work that has taken place over the last three years.
Scope
We are seeking a web design consultancy to design, code and publish a webpage that documents important decisions along with easy access to reports, processes and other important information. Informally, we call this a GPSNR ‘cheat sheet’. The content for the webpage will be provided by the GPSNR secretariat.
Core Tasks
Working closely with the GPSNR secretariat, the consultant will:
Create and finalise three web-page mockup (wireframes, prototypes, and corresponding user interface components like templates, stylesheets, scripts, images, etc) for the team to choose from
Once the mock up has been chosen by the team, the consultant will include four rounds of feedback from the GPSNR secretariat and key stakeholders in the development of the final page
Integrate components in the CMS to allow review and testing, and make corresponding adjustments based on feedback received
Liaise with GPSNR’s Communications Manager to ensure that the mockups are feasible for the GPSNR website
Work with GPSNR’s CRM & Data Analytics Associate to integrate the webpage with Salesforce
Terms
The engagement will take place for a period of five weeks from 11th April to 16th May 2022. Interim dates for wireframes and approvals will be mutually agreed upon after confirmation.

Solid understanding of the concepts of user experience, user interface design principles and conceptual design.
Expert knowledge in Wordpress CMS and Elementor

The Global Platform for Sustainable Natural Rubber (GPSNR) is an international multi-stakeholder, voluntary membership initiative seeking to lead improvements in the socioeconomic and environmental performance of the natural rubber value chain. Members of the platform include tire manufacturers, rubber producers and processors, vehicle makers, NGOs, and smallholder natural rubber producers.
GPSNR is seeking to hire a consultant to develop the GPSNR Policy Equivalent for Smallholders, which will put forth commitments for economic, environmental, and social sustainability for GPSNR smallholder members.
Relevant Background
GPSNR Policy Framework for Member Companies
In September 2020, the GPSNR General Assembly endorsed the GPSNR Policy Framework for natural rubber production and sourcing for GPSNR ordinary member companies.
The GPSNR Policy Framework provides a framework for GPSNR member companies to align their natural rubber purchasing policies on all aspects of sustainability: economic, environmental, and social. Modelled around the Platform’s 12 Principles of Sustainable Natural Rubber, the GPSNR policy framework sets out eight overarching themes that include commitments to legal compliance, community livelihoods, healthy, functioning ecosystems (including no deforestation), and respecting all human rights.
In line with the GPSNR Policy Framework, the GPSNR Secretariat has prepared guidance on the Policy Evaluation Procedure to support members in aligning their corporate policies with the GPSNR Policy Framework.
GPSNR Smallholders Policy Equivalent for Smallholder Members

To advance this, the Platform is developing the GPSNR Smallholders Policy Equivalent. GPSNR is seeking to hire a consultant to make recommendations on the objectives, content, function, and roadmap of this new document, the Smallholders Policy (or similar equivalent), relative to the needs, interests, and capacities of the Platform’s smallholder members.
The consultant is expected to collect relevant information via desktop study and information provided by the GPSNR Secretariat and the GPSNR Smallholders Policy Task Force.
The consultant would also be expected to conduct a number of stakeholder engagement sessions (e.g., interviews, focus group discussion; including but not necessarily limited to GPSNR smallholder members, and GPSNR NGO and private company members with direct interactions with smallholder, such as natural rubber processers) based on the criteria set out below. The GPSNR Secretariat will provide a preliminary list of contacts and the consultant will be expected to propose additional contacts to interview, with a particular focus on external schemes / platforms that engage with smallholders.
Regular contact and provision of updates to the Task Force together with the Secretariat will be required.
Further Context
To become a Smallholder Member of GPSNR, the following criteria must be met:
The primary source of income for the smallholder is the farm (not only Natural Rubber)
The Natural Rubber production unit size is not more than 50ha (although the farm may be larger)
Profitsfrom the farm accrue primarily to the owner of the farm and their family

Objectives, Content and Function of the Smallholders Policy Equivalent
The consultant should put forth recommendations covering the objectives, substantive content, function, and roadmap (e.g., propose normative documents to be developed later on) of the Smallholders Policy Equivalent, considering the responses of key stakeholders to the following questions:
What are the objectives of the Policy Equivalent for GPSNR and GPSNR smallholder members?
What are the sustainability commitments and standards put forth in the Policy Equivalent?
How detailed should the commitments in the Policy Equivalent be?
How binding should the Policy Equivalent be for smallholder members (e.g., level of adoption requirements)?
What would the Policy Equivalent entail or mean for smallholder members upon its completion and endorsement?
What are the expected costs and benefits of implementing the Policy Equivalent for member and non-member smallholders?
How would the content, form or function of the Policy Equivalent compare to existing equivalents (e.g., participatory guarantee systems) in other commodities (e.g., coffee, cocoa, palm oil etc.), if any?
Follow-up Questions: What mechanisms can GPSNR put in place to assist farmers in managing the costs of adhering to implementing sustainability best practices?
This should be conducted through a needs review comprising a representative set of stakeholders (smallholders, NGOs, processers, and producers). GPSNR will facilitate virtual access and engagement with GPSNR smallholder and company members where applicable and requested by the consultant.
This RFP is also not limited in scope to smallholders or stakeholders in any specific geographical region, given that the output is expected to be globally applicable.

Examples of previous relevant work should be provided as well.
A technical proposal must be provided that should be around 4 pages in length. This technical proposal must provide an overview of the proposed methodology as well as resumes of all key personnel performing the work. In addition, the technical proposal should provide a proposed schedule and milestones, as applicable.
A price proposal must be provided that is not more than 1 page. This price proposal should indicate the overall fixed price for the project as well as daily rates and an estimated total number of days.
Proposals must be signed by a representative that is authorized to commit bidder’s company.
