Strategy and Objectives Working Group

The working group includes both the Risk subgroup and the Assurance Model task force and is currently working on some exciting stuff!

The Risk subgroup has been busy, with consortiums Agridence and Koltiva having kick started their pilot field trials on the traceability tools. They are actively pursuing the next steps for the deliverable from ASI on the Risk Assessment Framework. This includes conducting internal piloting and cross-walking the tool with GPSNR commissioned studies to identify gaps. Lastly, second in an ongoing series, the Traceability Tools Webinar will be occurring on 26th April and you may register for it here

The Assurance Model taskforce will be meeting to discuss updates on KPI alignments, due diligence system and the members progress model. 

Smallholders Representation and Capacity Building (SCB) Working Group

The SCB Working Group has proposed a new structure with three co-chairs and this has been officially endorsed. The next Working Group meeting will take place on 27th April, where they plan to formally endorse the Terms of Reference. 

Updates on the Income Diversification and Rubber Agroforestry taskforce, the strategy for 2023-2024 has been endorsed, and the taskforce will continue their work on planning the schedule and sequence of workshops and finalising the contractual plan. 

On the Digital Knowledge Sharing Platform front, Koltiva will work together with the taskforce to start developing the app and its features. In upcoming news, the Thailand Good Agricultural Practices (GAP) subgroup will publish the tender soon. 

 Policy Toolbox Working Group

Input has been collected on the reporting process from members through the Year 1 Reporting Review Survey. As part of this review, stakeholder- specific meetings will be conducted to collect more feedback on the reporting process. Based on the Year 1 Reporting Review results, any changes will be assessed to the reporting framework and its details (i.e., Process, Extensions, Questions), and disclosure requirements will need to be agreed on for reporting Years 2 and 3 (Transporting Reporting Roadmap- TRR). Future actions will require the reporting guidance for Year 2 to be improved according to changes proposed to the reporting matrix.

An RFP for consultants has recently been published to look into proposing a quantitative orientation for the reporting matrix and do a crosswalk with other reporting frameworks (CDP Forest, GRI and ZSL-SPOTT). On news of the Assurance Model front, what follows would be to finalise Compliance Panel Terms of Reference and operational guidance based on the Assurance Model.  

Shared Responsibility Working Group

During the physical meeting in January- February, the Governance and Guiding Principles were presented, Manufacturers will provide a revised document of said principles by April. 

Next phases for the Working Group are pending the outcomes of discussions on shared investment principles, which are currently happening on the Manufacturers category level. The Working Group will revamp data sharing and value transfer discussions once the proposal from the Manufacturers is available.

Strategy and Objectives Working Group Update – March 2020

In driving forward the progress on the Theory of Change (ToC) and Desired State, the Chairs of the Strategy and Objectives Working Group are expected to lead discussions with the other Working Group Chairs. These discussions will focus on mapping the areas of work currently undertaken by the respective groups to the relevant sections of the ToC. Pulling together the detailed thinking within each group will enable the Working Group to flesh out the elements of each strategy and the linkage between each individual component. To package the ToC in a more user-friendly format, the Secretariat has developed a visual representation of the ToC, which gives a broad overview of the concept while allowing for a deeper dive into the details. The Working Group has reviewed the first draft of this document, and will be working with the Secretariat to finetune it. 

Following the initial survey that had gone out, consultant James Griffiths has started interviewing stakeholders on social risks priorities and mitigation solutions as part of the study on Human Rights and Labour Rights’ risk mapping in the global natural rubber value chain

The Equity sub-Group had their inaugural meeting this week. The members of the group agreed on the need to work with urgency and consider the approach of having a different work plan, one which would enable a move towards recommendations on a rapid basis. The importance of engaging governments was also highlighted in the discussion. The sub-Group will be meeting again next week to continue the conversation on equity.  

‘Policy Toolbox’ Working Group

The policy components and baseline reporting requirements are being circulated for comments among the various membership categories. The Producers, Processors and Traders had a teleconference organized by Socfin and Southland Global, and will also be collecting comments via email. The Tire Makers are submitting their inputs through an online survey and emails. The OEM members have also discussed the documents in a call and have consolidated their comments. Civil Society Organization members are engaged in discussions on these elements as well. The Working Group anticipates that it will be able to submit the deliverables to the Executive Committee for approval in May.

‘Capacity Building’ Working Group

In recognition of the need to prioritize an inclusive and pragmatic approach towards capacity building, the Working Group has decided to establish several regional sub-Working Groups, each of which will be responsible for developing country-specific capacity building objectives. The Working Group is exploring getting smallholders involved in some of these regional sub-Working Groups, which would be the first instance of smallholder participation at the working group level, and would be informative in the ongoing discussions on ways to integrate smallholders into the activities of GPSNR. The terms of reference for the regional sub-Working Groups are in the process of being finalised. 

The Working Group hopes to achieve greater alignment with the Theory of Change (ToC) developed by the Strategy and Objectives Working Group, through the establishment of ToCs at the working group and sub-working group level. This would allow each working group to contribute to the design of GPSNR’s ToC, with the aim to achieve the Desired State. Working groups can delve into more precise levels of identifying capacity building objectives and developing implementation plans to address the gaps in various target groups within a specific country.

‘Traceability and Transparency’ Working Group

After consulting with the Policy Toolbox Working Group on areas of risk, the finalized terms of reference for the two pilot proposals are being circulated for final feedback within the Traceability and Transparency Working Group.

The pilot study on satellite mapping and machine learning aims to make use of historical and current data and new technology to determine the risk of potential deforestation, along with other social and environmental risks that are the result of deforestation.

The traceability and transparency tool comparison study will assess, among others, the ability of the tool to identify risk and/or contribute to a risk assessment in the social, environmental and legal categories. 

The proposals will be submitted to the Executive Committee for approval in April. Moving forward, the Traceability and Transparency and Policy Toolbox Working Groups will work closely together on understanding risks in the natural rubber supply chain..

GPSNR Working Groups Update: October 2020

In our last issue, we explored the road ahead for GPSNR’s Working Groups following the outcome of the second General Assembly. In this update, we check in on each Working Group to see where they are in their respective journeys.

Strategy and Objectives Working Group

The Strategy and Objectives Working Group has already started working on a proposal for increased Working Group alignment within the Platform. The Working Group is also finalizing the Request for Proposal (RFP) for a study on environmental impacts, and risks, in the natural rubber value chain. With its intended focus on biodiversity and ecosystem services, this study will complement the previously commissioned social risks study (conducted by independent consultants James Griffiths & Associates Sàrl). 

The Living Income Gap studies for Indonesia and Thailand, initiated by the Equity sub-Group, are expected to be delivered to the sub-Group in November. 

‘Policy Toolbox’ Working Group

The Policy Toolbox Working Group has drafted revised Terms of Reference (ToR) that will cater to the work they now have to develop following the approval of the Policy Components at the General Assembly on 23 September 2020. The next phase of work will see the Policy Toolbox Working Group developing implementation guidance for each stakeholder group, as well as future reporting requirements that will build on the baseline reporting requirements and align with the policy implementation guidance. The revised ToR will be discussed further at the Executive Committee level before being approved. 

The Policy Components were approved as part of a resolution for the endorsement of a GPSNR policy framework for natural rubber production and sourcing for ordinary member companies. A booklet containing the Policy Components can be found here.

‘Capacity Building’ Working Group

The Working Group’s latest discussion was centered around its restructuring, and touched on considerations for a revised ToR to accommodate the shift in focus from developing strategies to operationalizing them. The Working Group has also kickstarted discussions around the initiation process for one of the capacity building strategies, namely the identification and gathering of Good Agricultural Practices.

‘Traceability and Transparency’ Working Group

The Working Group will soon be reviewing Traceability and Transparency Tools Comparison study to develop next steps as well as recommendations to the Executive Committee.
