Natural Rubber Supply Chain urges European Parliament not to amend essence of EUDR 

 

Singapore, 13 November 2024: As Members of the European Parliament (MEPs) convene to vote on 14th November on the proposed amendments to the EUDR, the Global Platform for Sustainable Natural Rubber (GPSNR) urges them to provide legal certainty around the implementation timeline and not re-open the regulatory text.

Along with the European Tire and Rubber Manufacturers Association, GPSNR has written to the European Parliament earlier this month to ask MEPs to use the proposal for amendments solely to create certainty about the timeline and not change the substance of the regulation. 

GPSNR members represent almost 60% of the global NR demand and include OEMs, manufacturers of rubber products, producers and traders of natural rubber, smallholder farmers, and civil society. All these stakeholders have worked tirelessly and swiftly to comply with the regulation, whose original date of implementation is weeks away. 

Notwithstanding this, GPSNR believes MEPs have a key role in ensuring the European Commission uses the proposed additional 12 months for implementation to resolve the remaining issues, particularly the functioning of the information system and the necessary secondary legislation, including on the benchmarking system as well as completing the planned review of the relevant products in Annex I by June 2025. 

The natural rubber industry strongly supports the vision of the EUDR and GPSNR members have been working on committing to and implementing strong environmental and human rights related principles in their operations for a long time. These efforts need the support of a fair and transparent regulatory environment that can help the industry move further ahead on their efforts on deforestation and human rights.

Member Consultation on proposed GPSNR Policy Components and Baseline Reporting Requirements (Members Version)

Natural rubber faces a similar set of environmental, social and economic issues as other agricultural commodities such as palm oil, but the spotlight on sustainability has only been recently turned towards this key raw material, 70% of which goes into tire production. The launch of GPSNR marked a significant step towards developing sustainable standards for natural rubber, with member organizations making a commitment to 12 Sustainable Natural Rubber Principles

The Policy Toolbox Working Group was established to develop a guiding framework for GPSNR members to implement policies and practices that align with the 12 Principles. Two key documents, the Policy Components and Baseline Reporting Requirements, have emerged after a year of discussion and drafting. 

The Policy Components outline specific commitments that GPSNR company members should include in their sustainable natural rubber policies, while the Baseline Reporting Requirements indicate qualitative and quantitative sustainability data to be reported to the Secretariat for the first year of reporting. 

A members webinar was held on 16 June, where the Co-Chairs of the Policy Toolbox Working Group explained the purpose, process and next steps surrounding the two documents. 

Several members have volunteered to participate in an ongoing pilot testing of the Baseline Reporting Requirements. The goal of the pilot is to refine and finalize the Baseline Reporting Requirements based on company feedback.

The proposed Policy Components and Baseline Reporting Requirements are now open for member consultation until 3 July 2020.

Secretariat Update – November 2019

About BCSD Singapore Ltd

Since its inception, GPSNR was in the need of a host and BCSD Singapore Ltd. was chosen because its mission is very much aligned with that of GPSNR. From October 2018, BCSD Singapore Ltd. acted as the legal entity under which GPSNR operations were conducted. This role was formalised with the approval of GPSNR’s Statutes in March 2019. The services provided to GPSRN were about all administrative aspects of the platform which include but not limited to invoicing, accounting, procurement, and HR services. 

About WBCSD Asia Pacific Ltd

WBCSD Asia Pacific Ltd. has been established as a non-profit legal entity in Singapore in January 2019. This entity is an affiliate of WBCSD and its purpose is to support more effectively global WBCSD Members and projects in the region. With a regional office in Singapore, WBCSD is in a better position to understand regional and national specificities, business priorities and practices, political and regulatory landscape and learn from cultural diversity and perspectives of local communities.

What will change ? 

  • This transition will not result in any changes of the day to day activities of GPSNR. 
  • The organizational and governance structure of the platform remains the same as decided in the last General Assembly.  
  • Future incoming and recurring GPSNR membership would be invoiced through WBCSD Asia Pacific Ltd (instead of BCSD Singapore Ltd) as of 1st December, 2019.
  • WBCSD Asia Pacific Ltd would act as the legal entity and host for the Global Platform for Sustainable Natural Rubber (GPSNR) as of 1st December, 2019 until the platform decides to change hosting or create its own legal entity.
